This raises the question—vital to both major parties— of how many Americans might be willing to forsake regular
Democratic-Republican ranks
In an interesting excursion into what Americans think about such a move, the American Institute of Public Opinion has conducted a survey on the following question:

for a third party.
Nye and others start a Keep-Out-of-War party and enter candidates in the next Congressional elections, would you vote for the candidate of that party ?”’ "Republicans Lose Most
The survey indicates that only about one voter in six throughout the country (16%) believes he would want to vote for such a party at the present time. The results, of course, are not an indication of antiwar sentiment in the United States today, but rather of the number of Americans willing to join a strictly anti-war % third party. 5 The survey Br, Gallup shows that while a “Keep-Out-War, party would draw supporters from both of the great traditional parties, the G. O. P. would stand to lose most from such a development. Approximately one person in five who voted for Willkie says he would support a Lindburgh - Wheeler -Nye peace party. But only one Rgoseveli-voter in 10 would do so. ; “Keep = Out - of - War” party strength in each of the major sections was indicated as follows: Eastern states, 18 per cent; East Central states, 19 per cent; West Central states (the traditional
ern states, 9 per cent, and Western states, 13 per cent.
Balance of Power
But despite these figures—representing a larger vote than any third party has actually polled since 1924—the survey indicates that a third party at this time, at least, would probably fall short of winning any substantial number of Congressional seats.
race between a Democrat and a Republican, a third party candidate might well hold the balgnce of power. political observers will be quick to note two or three other conclusions of significance: 1. The American public continues to resist “third parties” as a solution to political controversy. If the question of war-and-peace is uppermost in next year’s elections, the struggle is likely to be fought, out in Republican and Democratic Party primaries—und possibly between the two major parties them: selves on Election Day.
Both Wings Same Size
2. The “extreme isolationist” wing in the United States is approximate1y the size of the “extreme interventionist” wing. A month ago the Institute reported that 17 persons in every 100, on the average, thought the United States should enter an all-out shooting war. * 3. While the vote for a “Keep-out-of -War” party would be a relatively small one today, there are, of course, millions of other Americans who oppose another A. E. F. and Ue S. entrance into a shooting war.

LOCAL ORGANIZATIONS
— Seniority Rights Given In Policy Declaration 0f 2 Commissioners.
“About 70. County Highway Department workers, who have been on strike since Aug, 17, returned to their jobs today following the signing of a declaration of policy by a majority of the County Commis sioners. The back-to-work agreement was reached late Saturday during a conference between the Commissioners and officials of the Teamsters Union which called the strike in protest of Commissioners’ refusal to sign a union contract.
Compromise Reached
During the four weeks of negotiations, Commissioners maintained that they could not legally sign a union contract, binding their successors to its provisions. The declaration of policy was agreed upon as a compromise with union. officials. <The declaration provides seniority rights for employees and sets up various job classifications for all workers. The declaration, signed by the two Democratic Commissioners, William A, Brown and Harry Hohlf, does not provide for a closed shop which the union had been urging.
Ayres Doesn’t Sign
This leaves Commissioners free to hire workers on a Political patronage basis. : The third Commissioner, William Ayres, a Republican, did not sign the declaration. Republicans will have a majority on the board after Jan. 1 when William Basson, a Republican, will take office, succeeding Mr. Brown. Se Republican members then are expected to attempt to replace most of the highway workers with Republicans.
