NEW LIQUOR RULES IN EFFECT OCT. 1

Tentative Deadline Is - Set for Promulgation of ‘Fair Trade’ Regulations; Commission May Move . To Larger Quarters.

Oct. 1 has been set as a tentative deadline by Alcoholic Beverages Commission officials for the promulgation of “fair trade” regulations which are to put an end to discriminatory practices in the State liquor industry. . Members of the Commission and R. J. Parrish, recently appointed Trade Relations Director, are working now on

the regulations. And they are far enough along that all of

them say they expect the new rules to be out by he first of next month. Harry Fenton, a Republican member of the Commission, is working on a portion of the regulations while he is undergoing medical treatment at the Mayo Clinic at Rochester, Minn.

And although the regulations provided for by the new ’41 state liquor law, are not now in effect, the very fact that they are due has had a good moral effect on the industry, Mr. Parrish said.

Investigator On Job

He said 'he has had practically no complaints within the past 30 days of discriminatory practices, which chiefly center around rebates,

in the industry. The first investigator in the new Trade Relations Department. which’ is to enforce the “fair trade” regulations, went to work yesterday. He is Jack Lenhart who has been working in the auditing division of the A. B. C. for the past several years. Commission officials have not determined as yet how many investi-

gators are to be employed in the

new division. In addition to working on the new regulations, A. B. C. officials are considering the possibility of moving to more spacious: quarters outside the State House. The department was enlarged to such an extent by the new state liquor law that commission officials say that their present office space on the first floor and in the basement of the State House is inadequate. : May Move Offices

Under consideration for the proposed new quarters is the Levey Building, directly north of the State House, and one floor of the Illinois

Building. The A. B. C. is now operating on funds provided by a liquor tax enacted by the ’41 Legislature, and the rent for the new offices would be paid from this. + If the A. B. C. moves from the State House, there is expected to be a considerable reshuffiing of offices. The Tax Board may be moved to the second .floor and the fire marshal to the basement, among ‘other moves.

HIGHWAY GROUP T0 PAUSE HERE

Skidmore to Join Capital Delegation En Route to Mexico City.

The United States delegation to the Fourth Pan-American Highway Congress at Mexico City beginning Monday, was to pass through Indianapolis today aboard a special train en route to Mexico. The delegation was to be joined here by Robert L. Skidmore of the Marmon-Herrington Co., the only representative from Indianapolis. Included in the delegation are members of Congress, Government officials and outstanding highway experts. Because of the vital importance of the highway to hemispheric defense, the Congress at Mexico City, which will meet through Sept. 24, is expected to be of major significance this year.

CONTRACT AWARDS ON ROAD SHOULDERS

‘The Highway Commission yesterdayday awarded a contract to Ralph Rogers & Co. of Bloomington for the reconstruction of shoulders along Road 3 between Charlestown and Road 203. The work, which will involve over 11 miles, is ‘scheduled to cost $75,977 and to be completed by Dec. 1. It was made necessary, commission officials said, by the heavy traffic flowing to and from the powder plant at Charlestown.

150 to Play in Three-Day Tourney, Starting Sept. 26

There are about 50,000,000 bridge players in the United States, but there are only about 500 who are good enough to have 10 or more master points. Indianapolis has 12 to 16 of the latter, much more than her proportionate share. The masters and other top-flight players will meet in Indianapolis Sept. 26, 27 and 28 for the eighth annual Western States Team of Four Championships, the first ever to be held in Indianapolis.
