“The Division likewise has not a single 37-mm. anti-tank weapon {and is forced. to utilize 1896 vintage artillery as anti-tank weapons.” He reported that officers and men were unable to complete fring courses because of a lack of munitions. “The men are given. thorough training in handling modern firing | | weapons,” he said. “They spend hours placing them, preparing for action, aiming the weapons—but the climax is a tiny click of the firing apparatus instead of the road of guns—the pieces are empty.” A step to alleviate conditions described . by Mr. Vreeland was announced yesterday by Assistant Secretary of War Robert P. Patterson, He said War Department procurement officers were preparing a supplemental appropriation request estimated at approximately $1,000,000,000 to provide tanks, anti-tank and anti-aircraft guns. Mr. Patterson charged that the $500,000,000 cut from the recent War’ Department appropriation by Congress endangered progress of. the armament program. Mr. Vreeland “doubted” that the materiel shortages could be solved: | by further appropriations. “Either we are giving away foo} much under the lease-lend program, | we are not making as much as we are paying for because of work stop- |. .| pages and other factors or too much {energy &nd money is being devoted to a lop-sided and overlapping defense production setup,” he said.
