| u S A Clippers Are Insurance Against Second Robin Moor Case
By GEORGE WELLER Copyright, 1941, by The Indianapolis Times and The Chicago Daily News, Inc. LEOPOLDVILLE, Aug. 28.—Double-barreled recognition that the United States has on the west coast of Africa interests deserving of immediate attention—the more welcome for being long delayed—is seen here in the news that America ‘will soon be flying planes across the Atlantic to the Middle East and that aerial freight-passenger service will soon begin with emphasis upon shipments-of essential war metals from the Congo Basin reaching the avid American war industry. Following the news that a United States military mission, ‘under Col. Harry F. Cunningham, is en route to join the Free French headquarters at Brazzaville, immediately across the Congo, word of this new aerial transport system was received with great interest here. It is no secret that the Congo has been sending most of its copper and considerable of its tin ore essential to the American war effort. But, although the Nazis thus far have not interferred with - shipments through the single American Cargo traffic upon the Barber Line, freighters often consume more than a month visiting West African ports along the Gulf of Guinea before continuing to America. % ” ” o » = 8 ESTABLISHMENT OF an “air freight” line fot primary materials
is interpreted here as evidence that President Roosevelt means to take.
.out advance insurance against further Robin Moor incidents. With the creation of a mid-African route. British convoys bound for Guinea ports and around the Cape of Good Hope will carry less essential
burdens and fewer ships will be lost south of Madeira and the Canaries.
The battle of the South Atlantic now is entering a sharper phase..
A German submarine two months ago rounded the-bulge of Africa into Equatorial waters and began attempting to sow mines in the waters outside British ports along the Gulf of Guinea. Nothing more has been heard lately of these attempts to block the trans-African lifeline by closing the ports of Lagos, Accra and Takoradi and it may have been only a Nazi experiment. If airplane parts can be flown across from Natal, Brazil, to Britishheld Bathurst, in West Africa, as already announced, while air transport brings other essentials up the Congo to Leopoldville for transport by river and motorcar into Egypt, America’s defense of Africa's Suez gateway—which is already being effected with American money whether
the average American grasps it or not—will be at least temporarily”
immune against the Nazis in a way British convoys never were.
2 2 ” ” 2 2 AT THE SAME TIME, the North Atlantic lifeline—wasteful in that ‘most freighters go from England to America empty—will be supplemented by an airline useful both ways. mines 1500 miles deep in the Congo jungle will cross the Atlantic by the southern route, later returning to eithér Africa or England. The Congo route would have to be kept open for America’s own defenses, regardless of the European outcome, American observers here agree. Congolese tin ore must remain available to the United States in case trouble in southeastern Asia interrupts shipments from the Malay States, present source of supply.

with too little regard to the Vichy ports at Cotonou, in Dahomey, and Abidjan—marked upon most maps as Grand Bassam—which can be used for refueling submarines and possibly have. Abidjan particularly is suitable for the Nazi idea of an island submarine base—already tested at Kiel and in Rumania—having a 25-mile entrance and tidal wave inlet above the old port of Grand Bassam. s 8 = 2 = 8 AMERICA’S TAKING the South Atlantic battle aloft almost certainly means that the Nazis will do likewise if planes can be spared from Libya and Russia. Already the range of the Focke-Wulf Condors based in France extends approximately to the Canaries. It is extremely probable that as soon as Anglo-American air traffic begins, if not beforehand, the Germans will attempt to establish bases for bombers and overseas scouting planes along® Vichy’s African coastline. Such an act would approximate the situation before Syria was taken. Although perhaps hesitant about duplicating the Robin Moor attack, the Germans would certainly try to augment their minelaying activities with combined submarine and Luftwaffe attacks against sea-borne traffic, bombers being used for reconnoitering as well as giving submarines convoy positions in the North Atlantic manner. ” 2 » » # ”

find flight conditions after they reach the African coastline which will test to the fullest their reputations as the world’s best bad-weather airmen. A big American-built transport lies at this moment near a certain river upon the coast of Gabon, with hippopotami and crocodiles swimming nearby. Its crew are waiting for their flight captain to finish a 250-mile trek through the jungle and along the seacoast for spare parts. In June another American transport made a crash landing at 200 miles an hour in a swamp in a heavy Equatorial rainstorm. By a miracle its eight passengers, unheard of for 11 days, limped out of the jungle, still alive. Hangar facilities are modest and weather services rudimentary. Giant flying boats landing at Leopoldville must face the fierce Congo current in Stanley Pool. Only a short distance above rapids whose 15-foot waves would make short work of $250,000 aircraft.
The African battle is for communications, not only in the transAtlantic but in the mid-African sense. American planes and motor= ized equipment are holding the Egyptian-Libyan bulwark. But the entire network of roads, across the jungle routes behind, is completely dependent upon American airplanes, motorcars, trucks and, in West Africa, upon American gasoline. Railroads are few, small and dis= connected.
The meaning of the Battle of the South Atlantic is that without American engines, Africa would go back overnight almost to the days of Stanley and Livingstone when rivers and coasts bounded its civilization. American engines, holdihg the Nazis’ nature at bay, are all that keeps Africa from becoming again the Dark Continent.
