NEED FOR
Confusion and Hogging of Materials May Cause Big Unemployment.

LOVE Times Special Writer WASHINGTON, Aug. 21.-—-Tc escape the disemployment of 2,000,000 or more men between now and Christmas, thoroughgoing changes will have to be made in the Office of Production Management's ticketing of materials for America’s defense industries. Too many concerns with armament contracts have asked for too much. Industrialists who come in here every day admit it. The conflict over priorities between William S. Knudsen's OPM and Leon Henderson's Office for Price Administration and Civilian Supply is one of the reasons Senator Harry Byrd of Virginia demanded a unification of authority over the defense program. Another, according! to the Senator, is the overlapping of these priorities schedules with those separately set by the Army and the Navy, through their Joint Munitions Board. Because of the conflict over priorities between OPM and OPACS, President Roosevelt may create a new super-board, either for policy~ making or procurement, but the new board would be designed mainly to correct what could have been avoided if it had not been for the confusion created by the executive order setting up Mr. Henderson's OPACS.
Byrd Inspires Talk
Washington is again full of talk about reorganization of the defense agencies—inspired by Senator Byrd's speech on the confusion in defense, the visit, of Judge Samuel Rosenman of New York to look into the discrepancies in priorities, and the reports, denied by President Roosevelt, that Vice President Wallace would head a new board of more generalized function than those now in existence. The more cynical point out here that talk of reorganization always
, | flowers again when the President
returns to Washington, but that little real revision takes place. The talk persists, they say, because unification of control is so obviously necessary. One of the last important changes was the creation of a series of industrial advisory committees under the direction of Sidney Weinberg of New York, but members of these
2 committees admit they have not yet
begun to mesh with the real production problems.

the labor unions that the limited supplies of materials will be properly allocated. Failure to get them distributed properly would lead, ac= cording to some estimates, to the layoff of between 2,000,000 and 3, 000,000 persons, beginning ‘with the autompbile, auto parts and refrige erator industries. Some of Mr. Knudsen’s best friends are saying that his good na< ture and his loyalty to President Roosevelt prevented his objecting when the confusions of executive authority arose, with the result that, given Washington's (and F. DB. R.’S) peculiarly personal ways of going about things, the only means of simplifying the structure of authors ity is to create a new board with superior powers. ‘Complicating the outlook for mae terials and their flow to industry, the agency for Lend-Lease aid to Britain, known. as the Division of Defense Aid Reports, has authority co-equal with that of the OPM and the OPACS. The British requirements, not to mention those of Soviet Russia, have to be satisfied alongside those of the War and Navy Departments, as well as those of the essential supplies for the civil population. The fact that there is not enough to go around is only now penetrating the mind of the public.

American manufacturers and the military departments have suspected for some time that there would not be enough materials to go around, and the result is they have ree quested more than they needed, in the hope of getting enough.
