CALLS DEFENSE DRIVE FAILURE’
Senator Byrd Says U. :. Must Put Whole Setup Under Single Head.
WASHINGTON. Aug. 20 (U. P). —Senator Harry F. Byrd (D. Val). charging the Administration with responsibility for the “miserable failure” of the defense program, believed today that control of the entire setup should be placed under a single head. “Confusion. overlapping authority, exists to such a degree in Washington as vir to gram,” he asserted speech vesterday. He felt that “nothing of a constructive character can be done” until there is a centralization of authority He said that although Congress and the American public are for "all out” defense plans for strengthening have “lagged dangerously” and aid to Britain has failed to come close to expectations. Byrd cited lengt
in a Senate
hv reports, “accurate in all essentials.” which he said he stood responsible for, showing a “very sad picture” of the armament effort. ‘Disappointing’ Record
Production of combat planes. he said, is “one of the most discouraging chapters” of the defense program, adding that the public “is often confused” by Government publications which lump together the monthly output of both trainer and combat ships. Noting that the Government's figure for July was 1460. a decrease of 16 below the previous month, he said his figures showed that only 700 of these were combat ships; less | than 300 were bombers, of which | only 60 were long-range types “So | desperately needed,” and the maining 700 were ainers hich can be produced quickly and simply from standard designs.” These were other factors Byrd listed to demonstrate the lag in production: TANKS—Not one tank was produced one vear after the war began and, two years later, production “practically negligible.” There were only 128 light tanks and one me-| dium tank two months ago and | heavy 30-ton tanks used effectively” by Germany have not been ordered. No “appreciable” production of light tanks will be ge reached until the 300 per-month goal set for October dium tank will not get duction until next vear. More Ships Needed
