RATIONED PLANTS - MAY MAKE ARMS
WASHINGTON, Aug. 7 (U. P). —The War Department has begun an intensive campaign to convert to armament production thousands of consumer goods factories facing eventual shutdown because of diversion of raw materials to the defense program, it was learned today. The office of Undersecretary of War Robert P. Patterson and the Army Industrial College have been directing surveys among Mid-West-ern factories which already have been affected by rationing under the defense priority system. As a result, a list of more than 500 plants which can be converted has been prepared for the Army and Navy munitions board. Vladivostok Becomes Threat To U. S.-Japanese Peace
By LUDWELL DENNY Times Special Writer WASHINGTON, Aug. 7. — The Vladivostok issue will soon be added to the Thailand threat and to economic sanctions as a strain on U. S.Japanese relations. American supplies for Russia are being rushed across the Pacific to the Siberian port of Vladivostok, while Secretary of State Cordell Hull and Foreign Secretary Anthony Eden repeat the warning against Japanese aggression and reinforce American and British forces in the South Pacific. Japanese forces are concentrating on the Thailand border in the
Washington and Moscow have been dismissing the reports of joint American-Russian bases as inspired by Berlin and Tokyo. But no one denies that Vladivostok is the only base near Japan, and the only port of entry for American aid to Russia. Statements by President Roosevelt and the State Department here, and by ‘Harry Hopkins in Moscow, leave no doubt that this Government is going to get war goods to Russia. Since the Soviet has only a dozen or less ships available, and since distance and forbidden combat zones eliminate the Atlantic route except for already over-bur-dened British shipping, most of those supplies will have to flow through the Vladivostok bottleneck.
