EARLIER DRAFT ‘TESTS ORDERED

Examination of Selectees Will Be Made 30 Days Before Induction. A new Selective Service physical

examination plan which will enable selectees to know whether they

met Army specifications 30 days be-

fore induction was announced here

today. The plan, which will be tested on

a limited scale next month, will give|

selectees more time to wind up personal affairs ‘before entering the Army, Lieut. Col. Robinson Hitchcock, State Selective Service director, said.”

_ Under the new program, registrants will receive a preliminary - examination at their local boards. Those who pass this examination will be transported to an Army examination center for a final check about W 30 days before their group is ex- * pected to be inducted. The advantage of the new program, Col. Hitchcock said, is that men with obvious physical defects can be notified immediately. Those who meet specifications will have a longer. time to prepare for military services, he said. Working Out Plan The local board inspections are expected to take only from 10 to 20 minutes per man, Col. Hitchcock said, instead of the 30 to 45 minutes now required. Capt. Glen W. Lee, State medical adviser, in co-operation with the Fifth Corps Area Headquarters at Ft. Hayes, O.,, is working out final details of the ‘plan, Col. Hitchcock

said.

Avoid Errors in 2d Draft Lottery

WASHINGTON, July 14 (U. PJ). —The selective service attempted today to avoid mistakes of the first draft lottery as five girls began filling melon-colored capsules with numbers for the second drawing July 17. Eight hundred numbers will be drawn to determine the order in wiich approximately 750,000 men who reached the age of 21 years after the first lottery Oct. 16 will be called to qualify for military training. A new type capsule, composed of the same substance as used for safety motion picture film, will be placed in the “gold fish bowl” used in the World War and Oct. 16 lotteries. Selective servjce officials were apprehensive at

the last drawing because the cap-

sules were inflammable. In addition, the new capsules will have a screw cap, eliminating the possibility that a thorough mixing will leave a sprinkling of numbers loose in the bottom of the bowl. When the girls have finished their task, the capsules will be taken under guard in an armored car to the Treasury, where they were to be kept until time for the drawing.

MICHIGAN PROTECTS FORESTS LANSING, Mich. (U. P.). — The State Conservation Department reports that few forest fires are expected along Michigan's 8000 miles of railroad track this summer because of an anticipated rainy season and improved spark arresters used on locomotives.

Yoo-Hoo Hikers Are Challenged

CAMP McQUADE, Watsonville, Cal, July 14 (U. P.).—Soldiers of the 250th Coast Artillery today challenged the “Doghouse Battalian” of Camp Robinson, Ark. to ‘a 15-mile marching race ‘on

any terms.” In a letter to “Dear Yoo-Hoos” of the 110th Quartermaster Regiment at Camp Robinson — who were ordered to march 15 miles by Lieut. Gen. Ben Lear for yoohooing at: girls in shorts—the 250th wrote: “Out in this wild and woolly West, our fighting men are fighting men, not pantywaists, who want their mamas to' wipe their noses and their Congressmen to mop their sweating brows. “We tear off 15 miles before breakfast and then knock out a full day’s work with big guns—we, the remaining 350 men of a California regiment now defending - Alaska’s frontier, challenge you to a 15-mile hike on any terms you name, “We'll give you a two-mile handicap. Miss Japanese Ship, but May Stay Until July 31 to Sail on Next

SAN FRANCISCO, July 14 (TU, P.).—Capt. Fritz’ Wiedemann . and Johannes Borchers, Germany's top consuls in the United States, received a ‘special dispensation from

‘the State Department today which

will permit them to remain in the country until July 31. President Roosevelt's order expelling all German and Italian consular agents and employees from the United States becomes effective tomorrow and most of them— numbering Spproimately 500—will sail on the U West Point, ‘formerly the liner America, from New York for Lisbon at noon tomorrow. - But because Wiedemann and. Borchers have been assigned to new posts in the Orient which they couldn’t reach: from Europe, the State Department said they could stay here until the next boat sails for Japan, provided they conducted no consular business. They missed yesterday's boat because the British were inexplicable tardy in granting them safe conducts, and, despite their frenzied wire-pulling, the Japanese skipper refused to return to port to pick them up.

315 Hours Late

Wiedemann, Consul Genéral here, and Borchers, Consul General at New York, with 14 members of their staffs and families, had booked passage on the NYK Line's Yawata Maru which sailed at noon yester-

day. Shortly before its departure, their baggage and the bon voyage gifts and flowers which had been banked about their staterooms, were removed and the Germans¢ disconsolately watched the liner put to sea. Three and one-half hours later, the German Embassy in Washington telephoned that the State Department had at last received the British guarantee of safe passage. ‘Wiedemann and Borchers first attempted to charter a Pan-American Clipper to take them to Honolulu

That failed. Then by radio, Wiedemann requested the Yawata's captain, Z. Hirai, to turn back to San Francisco. He said the German Government would defray all expenses. The captain expresesd|io “greatest regret” in refusing.

May’ Offer Help:

Wiedemann next telephoned the German Embassy in Tokyo. It asked NYK Line officials and the Japanese Government to command the Yawata’s captain to turn back. The answer still was no. The United States Navy said it might furnish a ship to take the party out to the Yawata, which was by now 95 miles off San Francisco, if the Yawata would wait, but it wouldn't. Then, as a tense, nervous, jittery Wiedemann paced his hastily reopened consulate, the Embassy informed him that the State Department had granted his party the right to stay until July 31 when another NYK liner will seil.
