CHICAGO, July 11. — Savings,

building and loan associations of the ‘country during May lent $130,953,000, a record volume for any post-de-Pression month, the United States Savings ‘and Loan League reported today.

over May of 1940 was 14.32 per cent and over April of this year was 85 per cent. Seasonal ‘influences coupled with ~ increases in employment, payrolls,

real estate activity, and home build- | == f ing accounted for the record lend-

ing. ‘A fraction more than 73 per cent of their dollar volume now is " being used to finance residential real estate; new construction and home purchase. Steadily since the first of the year the tide of savings and loan lending to home-owners and builders has been swelling, and this is the 30th consecutive month during which there was a larger volume of advances than the like month of the previous year.

Whether Britain wins or loses the war, whether the United States goes in shooting .or not, this country is in for a tough time economically for. some time to come. That, briefly, was the substance of an address on “Economic Activity and the Emergency Program” by Dean M. O. Ross of Butler University’s college of business administration at the Indianapolis Real Estate Board yesterday. Dean Ross: said that there were four possible developments in the almost world-wide conflict: 1, Invasion of Britain snd defeat of England. 2. United States’ armed entry into the war. 3. A negotiated peace.

totalitarian controls over business. To battle this, Dean Ross stated, this country would have to set-up a Canadian-American-Central American’ economic empire and expand our armament industry. As for United States entry into the war, he said that the transition from peace to war is very easy and will become increasingly easier as the months and even weeks pass. There is a very definite possibility of a negotiated peace if Germany overruns Russia, he said, and the economic effects would be for the United States calamitous. He foresaw the possibility of a major German military defeat in Russia. “Whether the United States stays out or enters the war, when the conflict is over there will be an economic collapse with the costs for us incalculable.” Dean Ross pointed out that there were four factors now active which always have led to boom times: (1) shortages of replacements for depreciated and obsolete industries; (2) a huge money supply; (3) low interest rates; and (4) inflationary tendencies. Retarding factors, he said, are: (1) Doubt of many businessmen about Governmental action; (2) an unprecedented decline in the rate of growth of our population and its change from a youthful to an oldage population; (3) failure to develop a great new industry to use unemployed labor and capital ~~ :- Ross pointed out that the United States has pulled itself out of every major depression by the creation of a great new industry to absorb unused capital and labor. “We now are in. the process of building up a vast new industry, he said, “for which we have been looking for 10 years—instruments of war. As deplorable as this diversion of labor and capital to nonproductive goods is, as long as it continues there will be an increase of jobs and it will result in the ear-marks of a period of prosperity
