O. P. Legislators and leaders. ‘This is one of the leading reasons they give in demanding his removal. After pointing out that the Republicans won practically all the offices in last November's election on a platform pledging the end of “one-man rule” under the McNutt Act, Mr. Bobbitt said: “As soon as an organization was formed in caucus of both the House and Senate, each and every member of the State Committee was called to Indianapolis and given an opportunity to express his or her opinion and to offer suggestions as to the program which should be adopted. Out of these conferences and others participated in by the elected Republican officials and the legislative steering committee came the Republican program, which was enacted into law over the veto of the Governor and now has been stricken down by four Democrats on the Supreme Court. . .. “No Constitutional Doubt”
. No informed, impartial person ever had, or could have had, any honest doubt that any of the bills making up the Republican legislative program would be constitutional when enacted. They were based on the plain wording of tHe Constitution and upon the long and unbroken line of decisions by the Supreme Court of Indiana and upon the legislative practice acquiesced in by all departments since 1852. The only doubt ever engendered in my mind as to whether these acts would be held constitutional by the Supreme Court . . arose from the oft-practiced boasting of the opposition that it controlled the Supreme Court.” Of Democratic Governor Henry Schricker’s 14-point compromises proposal which the Republicans flatly rejected despite its offer of about 75 per cent of the patronage, Mr. Bobbitt said: : “There never has been any opportunity for the Republican Party and the Republicans elected to, office to discharge their responsibility
