Indiana Bell President Started Service at Syracuse.

Thirty-five years ago, a young graduate of Hamilton College in Clinton, N. Y., received a job with the Bell Telephone System in Syracuse, N. Y., as a traffic student. Thus began the career of James F. Carroll, which soon resulted in promotions to positions of increasing responsibility, finally bringing him to Indianapolis as president of the Indiana Bell Telephone Co. in 1930. In observing his 35th year of service today, Mr. Carroll can look back on a career that has taken him to several cities in the country. Starting with the Central New York Telephone and Telegraph Co., he served at Syracuse, Oswego and Watertown the next three years.

Pittsburgh in 1909 Transferred to the American

assistant traffic chief at Pittsburgh in 1909, he later moved to Harrisburg to become district traffic chief. Mr. Carroll was promoted to district traffic superintendent in 1910. He served with the New York Telephone Co. at Auburn and at Utica and then was sent to the Bell Telephone Co. of Pennsylvania, serving in the same capacity at Scranton and Pittsburgh. : Next, Mr. Carroll became division traffic superintendent of the central Manhattan division of the New lork Telephone Co. Three years 1§ter, he was appointed general trafic manager for the Ohio Bell lephone Co. and became general manager of that company’s northeastern area with headquarters in Cleveland in 1928.

BOARD TO FILL IMPORTANT JOB

Gottschalk Expected to Be Reappointed Director of

Welfare Department.

One of the biggest jobs in the state government, that of director of the huge Department of Public Welfare, will be filled by the Public Welfare Board Friday. It is reported in State House Circles that Thurman Gottschalk, the Democratic present director, will be renamed. Mr. Gottschalk, if reappointed, can thank the recent Supreme Court “ripper” suit decision which held that thé Governor had all appointive powers, for his job. The Republican-controlled ‘41 Legislature passed & Welfare Department bill, not specifically involved in the “ripper” suit controversy, which among other things provided that Mr. Gottschalk’s term as administrator should end not later than July 15, 1941. The first section of the bill provided for the termination of the terms of office of the present Welfare Board and for the appointment of a new four-man board, two to be named by Governor Schricker and two by Republican Lieutenant Governor Charles M. Dawson, with Mr. Dawson voting in case of a tie. This section was ruled invalid by Attorney General George Beamer in view of the Supreme Court “ripper” suit opinion which held the Lieutenant Governor did not have appointive power. The opinion, however, did not affect the provision which ends Mr. Gottschalk’s term of office. Thus, the present Welfare Board, which continues in office under the Attorney General's ruling, must name a new director before July 15. The law fixes the maximum salary for the administrator at-$6000.

Twenty-one coal companies will share the state’s half-million-dollar coal business during the coming year. The companies, which were awarded contracts by the Central Purchasing Bureau, on the basis of low bids, are: Bloom Coa] Co., Gary; Sam Berman, South Bend; Schalk Coal Co., Anderson; North Side Coal Co. Knox; G. & E. Coal Co. and Tipton Coal Co., Brazil; Big Bend Collieries, Chicago; F. D. McConnell and Crescent Mining Co., Evansville; Norman L, Miller Coal Co. Rockville; Olds Coal Co., Ft. Wayne; Maumee Collieries, Terre Haute. Enos Coal Co., Sterling Midland Coal Co., Binkley Coal Co., Hoosier Sales Co., Deep Vein Coal Co., Knox Consolidated Coal Co. Republic Coal Co. Majestic Coal Co. and Inter State Coal Co., all of Indianapolis. ' ; The state institutions use about 220,000 tons of coal annually.

2 Republicans Get ABC Jobs

Two more Republicans have been hired as clerks by the Alcoholic Beverages Commission. They are Horace B. Irving, 1022 W. 35th St., and Don V. Wisenberg, 2204 Broadway. Mr. Irving will serve as chief clerk, succeeding Lawrence Pace who resigned recently. Republicans are getting practically all the new jobs with the Commission since nearly all of the personnel at the time the new state liquor law went into effect were Democratic. The new law provides that the Commission's employees must be evenly diyided between the {two major political parties.

DIVORCE MAY SEND JOE LOUIS TO ARMY

CHICAGO, July 8 (U. PJ). — Heavyweight Champion Joe Louis faces a reconsideration of his 3-A draft status as a result of financial disclosures in his wife's divorce action, it was learned today. _ Louis wag granted a deferment on a claim of dependents, who were believed to include his wife, Mrs. Marva Trotter Barrow, and his mother. It was said that Mrs. Barrow’s divorce suit revealed the prize-fighter had enough funds

if he should be called into service.

N. Y. PAROLE BOARD TO HEAR WHITNEY

NEW YORK, July 8 (U. P).— Richard Whitney, former president of the New York Stock Exchange, was to go before the State Parole Board at Sing Sing Prison for a hearing this afternoon. Whitney becomes eligible for parole Aug. 11, when he will have served the three years and four months minimum of his five-to-10-year sentence for first degree grand larceny.
