P.). —The United States today planned a star-spangled celebration of Independence Day July Fourth with President: Roosevelt leading the nation in a rededication to democratic principles. Civilian Defense Administrator Fiorello ‘LaGuardia hoped to synchronize patriotic programs throughout the nation so that all citizens can hear Mr. Roosevelt's message.
