| DENIES 0GR ACTS AS ‘DETECTIVE

_Mellett Says Chief Duty Of Agency Is to Take ‘Pulse of Public.’

WASHINGTON, June 26 (U. P.). | —Lowell Mellett, director of the office of Government reports, has advised congress that one of the major

functions of his agency is taking the “pulse of the public.” Congress recently passed a bill making the OGR a permanent agency and authorizing a $1,500,000 an-

nual appropriation. It was in sup-'

fiscal 1942 that Mr. Mellett dis-|

cussed the functions of his agency in testimony published yesterday. The committee granted him $1, 015,000. The 1941 appropriation * was $748,490 and Mr. Mellett asked for ithe additional’ funds to increase his “Washington staff from 320 to 328 “persons and to -increase his field staff from 94 to 199.

“I arrived in Tobruk on an army truck with a crate of provisions} three days hefore the Gérmans snipped the coastal road linking Tobruk with Bardia, which meant that the garrison was cut off from Egypt completely by land and only able to maintain communications by sea through a hail of bombs and machine gun bullets from dive bombing Stukas and Messerschmidts. But enough supplies got through for the Australian and British tank and artillerymen to get beer as well as food. However, the food consisted only of canned beef and canned peas, and not always the peas. “After spending two months in Tobruk living with the troops, eating the same food, and spending most of my time flat-on my face when the bombers came over or jumping into a slit trench, I am| convinced that in spite of the Luftwaffe and the German tanks the, garrison can hold out. They can also cut the German lines of comniunications, but that requires material.”
