~ SAYS AIR FORCE LIMITS JAPAN

Institute Reports Sudden . Plane Importance Found Tokyo Not Ready.

SAN FRANCISCO, June 18 (U. P)).—Japan’s “mediocre” air force has limited her aggressiveness in the Far East, the Institute of Pacific Relations said today. The Institute reported in a survey that Japan has about 4000 planes, according to naval claims, and is able to produce yearly. about 3000, evenly divided between army and navy. “The same source; however, disclosed that about 60 per cent of Japan’s naval warplanes are obsolete d possibly a danger to their pilots’ lives rather than the enemy,” the survey continued. Western dependencies in the Far East have: 2000 first line planes to array against the Japanese, the Institute said, and: “This would be more by one-third than the modern planes of th& Japanese naval force. Virtually all of this concentration of western aerjal power is shore- based, Which means an advantage additional to its quantitative superiority.” The Institute said Japan had relied on her navy to maintain supremacy in the Orient, and the sudden importance of aviation in warfare had caught her unprepared. “British spokesmen already have claimed air superiority in the South China Sea and the Japanese have not contested it,” the survey continued. LITERATURE BANNED AS TRIAL EVIDENCE

SOUTH BEND, Ind. June 18 (U. PB). —Edward Lipke, 34-year-old former Bendix Corp. draftsman, was convicted of petit larceny here yesterday in connection with the discovery of 27 Bendix blueprints in his home last August. He was fined $50. Police had charged Lipke with larceny and the State contended that he stole the plans to turn them over to a foreign government. The defense claimed Bendix draftsmen often take blueprints home to study. : One of the blueprints, it was charged, was of a carburetor Bendix is making for U. S. Government aircraft. . Special - Judge John W. Kitch of Superior Court refused to admit as evidence alleged subversive literature which Deputy Prosecutor William Plodowski sald was found in Lipke’s home. “If you want to hold against a man every kind of literature he has. in his home or office, I, myself, would be apprehended,” the judge commented.

COMMONS STIRRED BY ‘UNION WITH U. S.

LONDON, Jurie 18 (U. P.).—Cries of “nonsense” and “shame” -resounded in the House of Commons today when Rupert de la Bere, Conservative, insisted to Prime Minister Winston Churchill that the British people did not desire federal union with the United States, now or in the future. Mr. Bere asked Mr. Churchill if he could give assurance that, as distinct ‘from the idea of an AngloAmerican entente, the Government would not formulate a plan for federal union without a mandate from the British people. “So great a change could not be brought about with the fullest public and parliamentary discussion beforehand,” Mr. Churchill said. .

LOS ANGELES, June 18 (U. P.). —A world federation of democracies, with England, Australia and Canada becoming part of the United States, was proposed here today by Sir Victor Sassoon, one of Britain’s leading industrialists.

DOWNEY OPPOSES ‘PROPERTY DRAFT’

WASHINGTON, June 18 (U. P.). — Senator Sheridan Downey (D. Cal) told Undersecretary of War Robert P. Patterson today that the ‘War Department’s proposed ‘draft property” bill would constitute a “long step forward towards a military dictatorship,” if it were enacted. '. Senator Downey declared that within 24 hours after its passage, the controverted measure would “destroy many” small industrial concerns in Southern California. He attacked the bill as Mr. Patterson urged the Senate Military Affairs * Committee to approve it. “It may be necessary to have such a military dictatorship,” Senator Downey said. “Our peril may be that great. But I don’t believe the committee should underestimate the ‘power of this bill.”

PLEDGES CANADA TO ‘TOTAL WAR EFFORT’

NEW YORK, June 18 (U. P.).— Canadian Prime Minister W. L. Mackenzie King said last night that the United States would have to spend $35,000,000,000 this fiscal year to match Canada’s war expenditures on a proportionate basis. | The Prime Minister said Canada went to war because she recognized that “a threat to freedom anywhere is a threat to freedom everywhere.” He pledged his country to a “total effort” in support of Britain.

NEW YORK, June 18 (U, P.).— Mrs. Ilse Rodzinski of Berlin moved in Supreme Court today for a summary judgment in the amount of $3740 against her divorced husband, Dr. Arthur Rodzinski, conductor of the Cleveland, Ohio Philharmonic Symphony Or-

chestra. Mrs. Rodzinski, through her attorney, George Dix, said the conductor owed her the sum in back alimony which he quit paying because he “hated Hitler and did not ‘wish to give him: any foreign exchange.” The plaintiff said she and Mr. Rodzinski were divorced in June, 1934, in Berlin, where she now lives. At the time, she said, he agreed to pay her $2500 a year alimony in American money. He paid up to August, 1939, and stopped, she said, and now he owes her $3,740. The motion will be argued before Supreme Court Justice Care roll Walter on Friday. ‘Dr. Rodzinski will conduct a series of concerts in Lewisohn stadium here starting Monday.

P.). —The Civil Service Commission has asked Government departments and agencies to employ women in a greater variety of Federal positions so that men may be released for duty in the more arduous defense jobs. The Commission said that women are capable of performing most kinds of work handled by men. “Not only have nations at war replaced many men in industry by = women workers, but within the past|W year striking examples of the success with which such substitution can be made have been found in certain of our own arsenals.”
