Expects Stalin to Yield
The "general impression here is that Stalin will not misunderstand and that, after as long negotiations as he thinks are safe, he will yield to the German demands. Not because he is pro-German or proNazi. Simply because he is too weak to do anything else without risking his own ruin and that of his precious regime. And because he hopes in his heart that American assistance to Britain will soon reach such proportions that the Germans will have to “lean off Russia and concentrate their full attention, on other enemies, thus setting him free to maneuver as he did before Germany cracked France and began ‘riding Britain.

They have had enough fighting and will do everything they can not to take part in a new war, even against the Bolsheviks. But their powers of resistance are limited. = Germany today is waging war on no major front and has all the resqurces and energy in the world. to use against the Finns. People in Washington are watching Finnish. resistance with sympathy but without .too much hope of the ultimate outcome. Is it ‘any wonder that the world is full of ‘rumors forecasting ‘the early occupation of Sweden and Switzerland as well as Finland?
