HOW ARMY MAN (GOT ARMY FEE

Engineer in Active Reserve Service Paid $70,000 To Build Camps.

By MARSHALL MCcNEIL Times Special Writer WASHINGTON, June 10.—How a former WPA official, described as a Colonel in the active Army Reserves, was hired as a civilian engineer on two Louisiana cantonments and got a net fee of $70,000, has been told to the House Subcommittee investigating War Department construction and, land purchases. - The committee’s investigator said that when given the first job the colonel’s engineering firm did not “have a full, going organization.” The record also indicates that the second job was awarded without competition. The firm is the Benham Engineering Co. of Oklahoma City, headed by William L. Benham. His company got the engineering Jobs at Camp Livingston, for which e got a net fee of $40,000, and at i Camp Polk, for which he got a net * fee of $30,000 : . W. Perry, Anvestigator for the subcommittee, which is headed by Rep. Ewing Thomason (D. Tex.), pointed out that usually the War Department selects engineering firms from the area immediately surrounding the camp site.

“No,” Gen: --Somervell replied, adding that he himself had .approved the award to the Benham company, and praised it for outstanding work in a letter to the Undersecretary of War. He explained . that the two jobs ‘were only 32 miles apar®, that the Benham firm had experienced personnel, and that equipment and per‘sonnel could. be transferred to the new job at minimum cost. “I have been advised,” Mr. Perry said, “that Col. Benham was an active reserve officer. Do you know whether that is correct?” “No, sir; but I know of no reason why your information is not correct,” Gen. Somervell answered. “Granted that fact, and granted that he did not have a going organization which would not be inducted into service with him as an officer, is there any reason why he could not have been called into active duty to perform exactly the same duties?” Investigator Perry asked. “No reason,” Gen. Somervell answered, “except that it would be vastly more difficult for us to build up competent engineering organizations in any place than it would be for us to take over a concern.”

ALL-STATE BAND IN FIRST REHEARSAL

Protected from the rain by a large circus tent, the first rehearsal of the Fifth Annual All-State Band Festival was held yesterday on the Delaware St. campus of the Jordan Conservatory of Music. More than 100 high school musicians took part in the practice session. Nilo W. Hovey of Hammond is director of the festival band. After the first three hours rehearsal he told band members: “We Lad a fine band last summer but this one will be even better.” . The musicians will rehearse each morning this week from 9 a. m. until noon.

FINDS KNOWLEDGE IN MODEL WATER LINE

AUSTIN, Tex. (U.P.).— Others may play with miniature railway systems, but Q. B. Graves, University of Texas civil engineer, has found both entertainment and knowledge by operating a miniature system of water mains. The knowledge gained was that the same amount of water can be supplied through smaller water Mains by proper arrangement of sizes to equalize the pressure. When an engineer decides exactly what type main will equalize the pressure, water supply costs go down. Mr. Graves’ tests have demonstrated that the pressure in two

Pinned By Auto 5 Days in Desért

SAN DIEGO, Cal, June 10 (u. P.) —Joaquin Miranda, a Mexican customs official, who was pinned, with his 10-year-old son, for five days beneath a wrecked automobile, was on the verge of using the last two bullets in his gun to end their agony, when they were rescued. An Army patrol, searching for two missing officers, found Miranda and his son, Manuel, yesterday at the base of a 200-foot cliff in an isolated section. Miranda said he and his son went off the cliff five days ago in their automobile, which skidded. His arm was crushed under the wreckage, and the bey’s leg was pinned. Neither could move. He said they screamed for help and fired pistol shots, saving the last two bullets “in case help did not come in time.” His son pleaded with him to amputate his leg with a pocket knife, but Miranda refused. Physicians said they would recover.

CLAIMS FIRM PLANS

NEW KENSINGTON, Pa. June 10 (U. P.).—The C. I. O. Aluminum

that the Aluminum Co. of America is planning to suspend defense production in order to move its Detroit

extrusion* plant to Lafayette, Ind.

N. A. Zonarich, union president,

dispatched’ a telegram to the Office of Production Management protesting the move, which he said would “substantially curtail” production of

extruded aluminum shapes used in airplane construction. A company spokesman in Pittsburgh said that extrusion presses at Detroit have been moved to other extrusion plants, not only to Lafayette, in order to make room for casting facilities at Detroit. He said the move would place the company in a more advantageous position to expand defense production.

SUPER MICROSCOPE ENLARGES BY 100,000

CHICAGO, June 10 (U. P).—A new super-microscope whose magnifying power should show a human hair the size of a giant redwood tree was described today by Dr. V. K. Zworykin, associate research director for the Radio Corporation of America. He told a meeting of scientists, physicians and businessmen the device would magnify ‘100,000 times and permit observation of an object less than one seven-millionth of an inch in diameter—50 times smaller than those visible under the best ordinary miscroscopes. Dr. Zworykin said the microscope already had been used for industrial. research under the defense program and predicted it would be a valuable weapon in the fight against disease. He said it used electron beams instead of light beams to form images.
