son:offered. this country’s union of - states last hight as a design for a permanent world peace. “In making our own federated de- |
mocracy function well we are pro- |: viding a body" of experjence upon |. which" any - plan for ‘permanent | ‘world peace must draw-heavily,” he] .
said in an address at the: commencement exercises of the Albany Law School from which he was graduated in 1912. He said that European peacemakers must draw up a plan which incorporates such features of American government as a strong central authority wielded by a federa-
tion; safeguards to local government and: ind¥vidual rights deline- > ated by a supreme court; and reg-. war elections. He said that if Germany defeated
Britain, the threat of direct mili-,|
tary ‘action against: the United States would not be as dangerous as the burden of armaments and lowering of the living standard which would be forced on this country. Mr. Jackson said Britain his not always been a “complaint neighbor, bu she has been a civilized neighTr.” ~° “It is not necessary to exaggerate the war-like tendencies of Germany to demonstrate that she does not fit into any pattern of arbitration of differences or peaceful settlement of conflicts.” . Mr. Jackson said that “if Germany moves into our neighborhood, we will
have to live by day and by night with
our finger ‘on the trigger.”
