|'25 Congressmen Labor at One of Toughest Jobs in Capital—Preparing New Tax Bil

. © WASHINGTON, May 23. — In these times there are a lot of tough | Jobs in Washington, but among the very toughest must certainly be listed that of writing a tax bill. For nearly a month now, 25 Con-
3 gressmen, 15 Democrats and 10 Re-
~publicans, members of the House Ways and Means Committee, have been tussling with the problem. Maybe a monih from now they will have a bill ready to report to the House for passage.

The Treasury told them that individual income taxes would have to be raised drastically; but the present chief of the joint committee, Colin Stam, thinks the Treasury’s proposals too burdensome. Many have said the. individual income tax base should be broadened; but the Treasury doesn't want this done now. The Treasury has récommended increases many excise, or sales,

Treasury Secretary Morgenthau recommended that Congress cut non-defense expenditures by a billion dollars, but no ene in the Administration has backed him up with
suggestions as to just what to cut. Moreover, Assistant Treasury Secretary Sullivan told the. committee
that even if non-defense expenses
were cut & billion, it would still be necessary to raise the $3,500, 000, - 000 by new taxes. In addition to these, there Hos been a parade of witnesses repre"senting various industries and corporations. Though admitting the necessity of new taxes, they have urged that their own businesses not be further burdened.
The committee must report a bill that will provide a vast amount of revenue to help pay defense costs. But the bill must not levy taxes so heavy as to make serious inroads on national income. The bill must include excise or
sales taxes, but these must not hit the poor, while at the same time they must curb consumption of luxury articles, and permit the diversion of tools and skills to national defense needs.
Excess profits must be taxed, but not in a way to endanger business growth. But this tax must bring into, the Treasury revenue large slices of the profits made by the munitions makers. : These are some of the things the 25 tax law drafters have to deal with. And, finally, because they are all politicians, they must remember that the new income taxes they levy will become payable next March 15,
