That board functioned courageously and well, and it was during that 17-month period that our airlines operated without a casualty. Rules ana regulations are only the groundwork of any organization. There must be executive capacity in the leaders, and they must have the confiden ¢ that comes from having authority to discharge their responsibilties. It is essentially a one-man job, and the one man should be

But droves of other Civil Aeronautics Administration representatives, many of them politically appointed, attend these investigations with one eye on the testimony and the other on poten-| tial newspaper headlines. The same people are today functioning in the CAA who were there during the 18 months of no casualties. But their autonomy is gone. And no human organization is
