PATRONAGE CUT| New Did BY MERIT ORDER

President's Actic Action Places 125.000 More Under Civil Service. WASHINGTON, April 2¢ (U. P).| —President Roosevelt's executive! order placing an estimated 125.000] Government jobs under civil serv-| : ice today reduced by approximately one-third the number of Federal positions available for patronage. Latest civil service figures show that 297801 workers were employed | outside the merit system, compared | with 821840 under civil service, as | of Dec. 31, 1940. | The President's ore: the merit system to it history and. for the first time, placed under civil service thousands of lawyers on the Government payroll. Mr. Roosevelt said that present and future requirements “are so great that the services of the best minds of the nation must be secured if governmer

across fields and losing models ing i thermal currents has worn thin. |

| The experts with less and less spare |

{time for building and flying crates [now have come up with another

| gadget. the “de-thermalizer.”

Cleveland pilots were the first to use the new device. Chester Lanzo ey a large stick model to a new pen record at the Chicago Nals last season with a ode] ‘equipped with one. |

Descent Forced

It consists of a regular flight timer like those used on gas models for

"| stopping the engine, connected to a

control surface (either the rudder, an aileron, or an elevator). The] timer is set to operate after the ship has been in the air for 20 minutes) lo whatever time its pilot believes]

4 — Ait can be permitted to fly without

going out of sight ! If the timer is connected to the rudder, the plane catches a thermal and begins a long cross-country flight. It might never be seen| again if it weren't equipped with] the de-thermalizer. After 20 minutes the timer re-| lets a rubber band pull the movable rudder far to one side. This puts the ship in a| sharp circle. It soon flies out of the thermal and descends in a steep spiral ready for another flight.

Means More Flights Such a device has merit since national competitions (and nearly | all local ones) are judged on the average time for three flights in-| stead of the one flight of longest duration. Timers no longer can| leave the field, so the flier who owns| a good model which has chances of

catching a thermal will be ahead if he tries to turn in three flights of 20 minutes each. instead of one long flight. | The most time possible on a model without following it in an automo-| bile is only about 15 minutes or less if the wind is blowing because after| that it would be out of sight. In perfecting the de- thermalizer | for gas jobs as well as rubber craft.| Cleveland experimenters have suffered plenty of crackups. Dick] Korda, the world’s champ, smashed | 2 new gas job when his de- thermal- | izer pulled the rudder too far over | and spun the craft too fast. So be! careful with de-thermalizer experiments but give the device a try.

The Indiana Gas Model Association will hold another of its city-| wide open class meets Sunday afternoon at Stout Field. This will be the one postponed from last Sun- | day because of the stiff breezes. | Proceeds from the 25-cent entry! fee will be split up as prizes and Harold Stofer has donated a drill press for the first place winner. For second, besides the money, Frank Ball III (club president) will give| a merchandise award. The meet will be run under the same rules that have prevailed in all the IGMA 5 cent contests.
