Jackson Day Junkets of Administration Backers Permit Western Bloc to Put Over New Embargo in Senate; Barkley, Byrnes Seek to Recoup Today.

WASHINGTON, April 1.—A series of miscues by Administration leaders in Congress has created a veritable tragedy of errors over the Argentine canned-beef and wool
