Few Changes Required to Bring Highway Up to Specifications.

Road 31 South Bend as a highway of military importance | by the War Department, James D.| Adams, State Highway Commission] chairman, reports : Under the designation, agreed | upon by the Commission, the shoul- | > | ders and bridges of the road must | be maintained at a width specified by the War Department Mr. Adams said that the bridges| were of adequate width to meet War| Department requirements and that| road shoulders would need widening | at only a few locations. Nearly all other main Indiana | heavily-traveled arteries have been| designated as military roads by the] War Department which is seeking to maintain a vast network of highways to be used for heavy military traffic in case of an emergency.

2018T AT FORT TO ADD 400 MEN

Reqinent From! West Virginia to Go South Soon.

By SAM TYNDALL

"Phe 201st Infantry, the Federalized National Guard regiment now stationed at Ft. Harrison, will be expanded to full strength with selectees during April, Maj. L. H. Ludwig, plans and training officer, said today. The regiment, which came here from its home station in West Vir=ginia after induction into Federal service early this year, maintains a present strength of 955 men. The strength will be increased by the | addition of more than 400 men, according to plans, The West Virginia unit—called an} “orphan” regiment by its members because it is not a regular member of any division—Is temporarily attached to the Fifth Division for training purposes. The Fifth Di« vision is stationed at Ft. Custer, Mich. . The 201st, under command of] Lieut. Col. T. G. Methven will leave | Indianapolis for Camp Forrest, Tenn. in June and will join the Fifth Division there for summer maneuvers, The heavy weapons companies of | the 201st are scheduled to go to! Wis., in April for fir-

ing practice. There has been some confusion, officers said, surrounding the assignment of the 201st to Ft. Harrison. They pointed out that the

regiment was stationed there be-|§

cause the local reservation contained | space adequate for one regiment | when the 11th Infantry, regular Army, left here to join the Fifth pivision troops of which it is a regular part. There were not adequate training facilities in West Virginia, nor is there adequate room for addi-

tion of another regiment at Ft.

ORDNANGE PLAN IN FINAL STAGES

Agent Here Says 8 Months Needed To Build Plant.

G. D. Deabler, representative of the Austin Co., Cleveland, in the Indiana southern district, left his office here today for Cleveland to study final plans for construction here of the Naval Ordnance plant. The Austin Co. was awarded the contract two days ago. Several changes in original plans have been made, but Mr, Deabler said “in general” there would be a large onestory factory, three-story office building, a boiler house and five or six houses to care for Navy officers who will direct operation of

concern. He said that the published estimate of construction time of four to five months was too short, It will take around eight months to build the plant.

Robert M. Lawson, Lafayette,

former student at Butler University!

has graduated from Randolph Field, Tex., after taking a primary training course of the U. S. Army Air Corps. Cadet Lawson now goes to Kelly Field for the final 10 weeks of training before receiving his “wings” and commission as second lieutenant.

New Arms Plants to Supply Both U. S. and British Forces

By JOHN W. LOVE mes Special Writer WASHINGTON. March 20.—Now going through the mill here are the blueprints for another string of munitions works which may eventually equal in capacity all those , now building. Their purposes ; are to be twofold, to provide the assistance to Britain already determined upon without reducing our own potential strength, and to act as the “shadow” plants which would be capable of turning out the critical items for the second half of an American Army of 4.000,000 men. Locations for the new crop of ammunition and armament facilities are mainly to be in the Middle West and Middle South, running from Wisconsin and Minnesota down through the Mississippi Valley and fanning out from Georgia through Texas. Because of the shortage of industrial management in this country the average size of these plants

Mr. Love

|is apparently to be larger than that

of the first group. And on this account in turn, they are being located still farther from, the Atlantic and Pacific seaboards.

Though the outline of this sec-|} phase of capital construction passage of |

ond was developed last fall,

the aid-to-Britain act provided the release which set it in rapid motion. The munitions industry which is| now coming into being consists of | some 70 Government-owned plants| and an additional group of private- | ly-financed plants costing a total of |, $1,574,000,000, or, with the British | contribution added $1,745,000,000. The former provide for an American Army of 1,500,000 plus the critical items for an army of 2,000,000, and for a larger Navy as contemplated in the budget adopted last year, The second series of arsenals and factories is being located somewhat more carefully than were several units in the group now under construction. Though the Army and Navy had mechanical layouts and locations in mind for a long time for certain of the facilities now being completed, others were started in greater haste. Before long the first and second | series of plants will appear to the public to merge into a continuous stream of capital-goods construction | for war.

CALLS ‘COMPROMISE’ GREATEST BATTLE

“Compromise” confronts us on all sides and is “one of our greatest battles,” warned the Rt. Rev.| Charles C. J. Carpenter, bishop of | — the Episcopal Diocese of Alabama, {in the third of a series of Lenten noonday services today in Christ

Church. “The third basic temptation which the Master overcame in His preparation period was Compromise,” | Bishop Carpenter said. {The Devil] held before Him the vision of earth-| ly power that might be His, if He | would lower His vision to the level! of material things, and conform to | man’s ideas. | “But He overcame this temptation. | recognizing that His allegiance must be to God and His plan.”
