VICHY, March 6 (U. P.).—The graves of 80,000 French soldiers ‘killed in the 45-day battle with Germany last spring have ‘been located 20,000 men are missing and 120,000 were wounded, according to the first authentic casualty statistics published today. The figures, compiled by Jean Labusquiere from War Office records, are contained in his book, “The Truth About Combatants.” Labusquiere said 40,000 officers were killed, wounded, missing or prisoners. Nine generals were killed in action and 130 of the 234 French generals in the war were taken prisoner. Behind the lines, in the zone generally considered beyond range of gunfire, 20,000 of 59,000, or 34 per cent, were listed as killed, wounded or taken prisoner. Total prisoners of war exceeded 1,800,000, he said. Labusquiere published the book to disprove charges that officers abandoned troops. In all ranks, he contended, officers suffered proportionately higher losses than enlisted men.

P.).—It’s a battle betwzen silk stockings and carbongceous particles in downtown Weashington— and the particles are winning. , More than 500 women have reported to the Bureau cf Standards that their stockings virtually fall apart after they are in a business section. Some! reported “runs,” while others said their hose was “eaten” to shreds. The Bureau, after an exhaustive examination, found that black carbonaceous particles; similar to chimney waste, was causing the damage. The particles, according to the Bureau, come from a sraokestack in some downtown building.

WARNS AGAINST RENT FREEZING

Realtor Claims Canadian Plan Halts Building, Lowers Values.

The operation of Canada’s “rent freezing” plan to protect consumers against too rapidly rising rents during the national emergency was described to the property management division of the Indianapolis Real Estate Board yesterday. Firman C. Sims, Irvington realtor, gave the report as part of the local board’s study of what might happen in Indianapolis should the Federal Government enact similar legislation in the United States. Letters to Mr. Sims from various Canadian real estate boards stated that rent control “depressed land values and halted new home construction.”

Fixed Amount Kept

When the Canadian plan went into effect, Mr. Sims reported; rents were “frozen” at the amount payable under existing leases, the

amount charged under the last existing lease if the property were vacant when the plan became effective, or an amount set by the rent administrator at a price which he thought fair. Under the Canadian law any private agreements between a landlord and tenant which the latter would pay higher than the “fixed” rent would automatically be void, Mr. Sims explained. In certain “special circumstances,” he said, such as increased taxes, added mortgage interest rates, and other new expense items which are shown to be justified, the landlord can apply for a rent increase to cover the additional burden.

Increases Claimed

The Canadian ‘Government contended that the war caused rentals to increase and such added income was classed as “unearned increment” and therefore could not be allowed, Mr. Sims continued. The rents even could not be increased, he explained, in such special cases where a temporary lease allowed the tenant to pay less than the property was worth because of some inability to pay. And, Mr. Sims added, no such tenant could be evicted. All of the letters from Canadian realtors called attention to the French situation where rent control was established in 1915 and never has been removed.

SEATTLE, March 6.(U. P).— Alexander Hull Jr., a 12-year-old who converses in two foreign languages and composes music on the side, will enter the University of Washington this spring, 3 was learned today. University records showed he is the youngest student ever to enroll at the institution. His father said the boy planned to specialize in foreign languages but may take up a scientific course later. The prodigy graduated from a Seattle high school last .June, a month before his 12th birthday. He entered high school as a sophomore.
