| Bone, Citing News Story Criticizing British for Driving Hard Bargain in Destroyer Deal, Fails to Get Definite Facts on Negotiations.

WASHINGTON, Feb. 21.—The projected investigation by a House Naval Affairs Subcommittee into difficulties en-
countered by the Navy in locating bases on British posses-
sions in the Western Hemisphere enlisted the interest of the
Senate today. Debate on the Administration's lend-lease bill was interrupted late yesterday for a spirited discussion provoked by a Scripps-Howard Newspaper Alliance story disclosing that the British were driving a hard bargain in negotiations for the base sites. The right to lease the sites was granted in exchange for 50 American destroyers last September. The story said the British were offering poor facilities at high prices, and refusing use of crown lands. The House sub - committee is planning to : leave next week ii to inspect the Stokes sites. During the debate, which was started when Senator Homer T. Bone (D. Wash.) called attention to the news story, ft was disclosed that no one in the Senate had any definite information about the negotiations for the sites, and it was suggested that something ought to be learned. It was also admitted during the debate—by Senate Majority Leader Alben W. Barkley (D. Ky)—that no effort was made at the time of the destroyer-base deal to learn exactly where the bases might be located. - Senator Bone said he had heard that “Uncle Sam was going to lose his shirt in this transaction, because we are going to buy inferior, low-grade, swampy land,” but added that this was “merely so much gossip upon which I am compelled to rely in default of better facts.

Wis) said that “a little circumspection, a little horse sense” might have “saved the American taxpayers from being taken for a ride in more ways than one.” Great Britain, he said, “has that proverbial Scotch blood in its veins which has watched over the affairs of government.” When he added “I believe we should have a few Scotsmen over here to watch out for the affairs of our government” there was a burst of applause from the galleries.
Barkley Explains
Majority Leader Barkley said: “I think it will be agreed that at the time of the announcement of the destroyer deal no one in the Government attempted to locate the actual sites upon which these bases should be constructed. “The question of ownership of property is involved, just as it is if I want to build a military camp in the United States.” He said it was his information “that while all eight of these bases have not actually been begun, material is being taken to them,” and “that at least four of them have been begun, so that there can not have been any delay in the construction of these bases.
