RENT CONTROL
Local Board Claims That Regulation Is Unfair And Unnecessary.
The Indianapolis Real Estate Board yesterday adopted a resolution opposing any form’ of rent control. The action followed reports from
‘Washington that legal means to
protect consumers against too rapidly rising rents may be necessary where defense expansion causes a great influx of workers. Harriet ‘Elliott, consumer commissioner of the National Defense Advisory Commission, in a report on the “Maintenance of Fair Rents During the Emergency” stresses that the commission is not recommending a general policy of rent control. “It should be resorted to only when new construction is not sufficiently rapid and extensive to meet the need and where local communities- can find no other means to check the disastrous rise in rents,” she said. The Board's resolution set out that rent control was unfair to real estate since such a practice controls income, but not expenses, and also restricts independent ownership and management of property. Ralph E. Hueber, chairman of the local Board's property management division, this week appointed Firman C. Sims to study the Canadian plan of “freezing” rentals. Mr. Sims is to report at the next meeting. : The U. S. Department of Labor reports that in Indianapolis, the rent index is second highest, exceeded only by Birmingham, Ala., among the nation’s 33 largest cities.

Home Association Members List January Work; Model Started.
Twelve member firms of the Indianapolis Home Builders Association began construction on 40 residences during January, Fred L. Palmer, publicity chairman, announced today. Last year, the 27 association members built 417 two, three and four-bedroom houses and 33 commercial buildings with a total value of $3,665,380. The first floor arrangement consists of a center hall flanked by a living 700m and den on the left, dining room and large kitchen on the right. On the second floor are three corner bedrooms with deep closets, a sewing room and a tile bath. White woodwork, hardwood floors and heating louvres at the base of walls are used throughout thé house. In the front hall is a large coat closet with full-length glass door. A ‘wrought iron stair-rail with dull gold finish leads to a spiral at the foot of the stairs. The beige medallioried hall wallpaper also is used in the upstairs hall. A wide fireplace in the living room has a black tile hearth, black marble facing and a white enamel Colonial mantel. A long mirror over the fireplace is flanked by gold side-lights with gas-lamp shades. To the right is a glass door leading to a cement porch and to the left and at the front of the house are floor-length windows. The vertical striped wallpaper is in beige and cream with a silver cast. After 34 years of service at 1000 Lemcke Building, the Turner Building & Saving Association will open the doors of its new home at 116 N. Delaware St. Mon-. day, February 24. Expanded facilities of the new . building are indicative of the organization’s desire to satisfy its clients’ needs and improve its service to the public.
Of modern design, the two-story building has a facade of Indiana limestone trimmed with granite and marble. Structural glass blocks are used extensively for light and decoration. Under the large neon sign, the name of the company is repeated in letters of bronze stamped into the stone over the front entrance, The outer office on the: first flopr has eight large indirect lighting fixtures of aluminum te provide ceiling illumination. Walls are painted cream and, in the front section, are wainscoted in walnut veneer. Walnut is used for the counters, which have brown linoleum tops to match the wood and plate glass trim.’ The flooring is of battleship gray linoleum. Private offices for Turner officials are in the rear of the first floor, adjacent to a fireproof vault, On the second floor is an auxiliary room for possible expansion with the company’s growth. The air conditioning unit in operation throughout the building has an unusual feature, that of controlled humidity. Another modern technical detail is the sound-proof ceiling in first floor rooms. Plans for the Turner Building & Saving Association’s new home were designed by Kurt Vonnegut. The William P, Jungclaus Combany served as general contrac |! tors for the construction.
