Piograin in War Memorial - Tonight Will Stress Democratic Ideals.

Fourteen of the largest youth|H

groups in Indianapolis are co-oper-ating-in sponsoring a “Youth and Democracy” rally at 8 o'clock tonight in the World War Memorial. The rally is designed to “promote democratic ideals and strengthen the meaning of democracy in the hearts of young Americans.” Governor Henry F. Schricker has proclaimed today as “Youth and Democracy Day” in Indiana. Dr. Daniel S. Robinson, Butler University president, will be the principal speaker. Three representative youths will give their interpretations of their role in a democratic society. They are: John Eubank, Senate Avenue Y. M. C. A.; Betty Baumgartel, the - Indianapolis Church Federation, and Edward Murphy, Catholic Youth Organization. Moses Levy, of Aleph Zadik, will preside. Finance Committee yesterday that “you've got to throw money away” when preparing for war. For 20 years, the City has been running ahead of an old debt, but now it has to pay. The debt was incutred through loss to the City of interest on Barrett Law bonds and amounts to $119,000. As everyone who has used it to

finance a street improvement knows, the Barrett Law is a 10-year paymeni plan for an improvement assessment. Like other finance plans, it carries an interest rate and therein was the hitch. ‘When property owners take Barrett Law, the City becomes the finance agent, issuing improvement bonds to pay for the work and collecting the amount of the bonds plus interest from the property Owners,

Orie Interest Pays Another

This interest rate is used to pay the interest rate on the bonds. Theoretically, the arrangement is foolproof, but it hasn’t worked out that way. I numerous instances, property owners will pay for about five years and then liquidate the balance of their assessments in a lump sum. This, they save paying the interest over the full 10-year period. Eut the bonds issued by the City coritinue to bear an interest rate over the full 10-year period. Since the property owner is relieved from further interest payments after cancelling his debt, the City has to pay boridholders’ interest out of its own potket. | Action Long Delayed

Although this discrepancy in the Barrett Law theory was recognized years ago, nothing ever was done about it until the 1939 Legislature. Then a bill was passed fixing the responsibility of the lost interest on municipalities and permitting them mike it up by bond issue. Jf course, when the City began to find itself short on the interest payments in the 1920's a sinking fund was started. But the economy efforts of various City administrations in other directions have wiped it out. Two years ago, when the City found it would have to pay the debt,

When Mayor Reginald H. Sullivan left yesterday for U. S. Conference of Mayors Meeting at St. Louis, he arinounced he would also look into the smoke situation there. Specifically, wether the prohibition on burning certain types of cheaper soft coal is viorking a hardship on indigents. T’he regulation of soft coal use to prevent excess smoke is a feature of the St. Louis Smoke Elimination ordinance.

GASOLINE OUTPUT SHOWS INGREASE

NEW YORK, Feb. 20 (U .P.).— Increased gasoline production and supplies, coupled with a small rise in daily average crude output highlighted the statistical report issued today by the American Petroleum Institute for the week ended Feb. 15. The institute estimated national l'eserves of finished and unfinished gasoline at 94,741,000 barrels as of feb. 15, compared with 93,265,000 barrels a week earlier and 95,135,000 4 year ago. Aviation gasoline stocks accounted for 6,182,000 barrels of the Feb. 15 reserve, compared with 6,415,000 a week ago and 3,906,000 at the enc of the 1940 week.
