“from the air, the British people have shown the world that ‘they can take physical punishment of the most frightful type without flinching. During the remainder of this war they are going to have a chance to show that they can stand privation and curtailment of personal freedom with
equal fortitude.
During the next few days or weeks, the British Government will take measures requiring a degree of discipline
never before experienced in “this country in modern times. In the economic sphere orders will be issued to bring both industry and labor into line
with the war effort. Simultaneously every citizen of
the British Isles will be forced to tighten his belt under a far more strenuous food rationing system than the one now in force. The net result will be to put Britain's civilian population onto a real wartime basis and to make many peo- : ple realize that the country is Mr. Stoneman really fighting for its very life. Two new orders to be issued by Labor Minister Ernest Bevin will serve to increase the contribution of industry and labor to the war effort. The first order, to be known as the “registration for employment order” will require individuals to register for employment at the Minister's pleasure. Registration is expected to begin with women, aged 20, and possibly those aged 21 and 22. This measure will give Bevin a reserve of labor which can be drawn on in emergency.

* The second order, known as the ‘essential work order” will place all . war factories and their employees under the. closest Government control. Employers listed under this order will be compelled to observe fair ‘wage conditions, provide welfare services, and provide training ‘facilities, and will be allowed to dismiss employees only with the consent of the national service officer or in cases of serious misconduct. The workers will be subject to strict discipline in return for concessions on the part of the employers. sonable excuses for absence from work. In anticipation of unfriendly comment from Russia and Germany regarding these measures, it 1s pointed out that the measures of discipline now being introduced are ridiculously mild compared to the military discipline which the Russians and Germans have imposed for many years on all industrial workers. j As far as the food situation is; concerned, the British point outH that Britain's diet, even after further restrictions in the ration system, will still be bounteous compared to the bread and soup menu which Russian and German workers have had since the military dictatorships were introduced into those countries.

BUENOS AIRES, Feb. 20.—Otto Langmunn, - German - Minister - to Uruguay, has been recalled because of repéated failures in his diplomatic functions, according to an exclusive story published in the newspaper Critica. : ‘Critica also sees the recall .recently of the Italian Minister as indicatirig recognition of the failure of the totelitarians to impose their views and purposes on Uruguay. “It is recalled that during the Graf Spee incident when the German pocket battleship, crippled in battle with British warships, took refuge in Montevideo Harbor, Alberto Guani, Uruguayan Foreign Minister, applied a strictly correct interpretation of international law in‘ what Langmann protested was an unfriencly fashion. Subsequently, the Uruguayan Government -outlawed the Nazi party in the country and, during the judicial investigation of its activities, jailed seven Nazi party organizers. still jailed.
