WASHINGTON, Feb. 14.—The way is open today for a Senatorial investigation of the whole defense program, an investigation which may bring in its wake a shakeup of the National Defense Advisory Commission. The avenue is a broad resolution introduced by Senator Harry Truman (D. Mo.) which would set up a special

Those acquainted with the purposes of the inquiry say it may well result in some reorganization of defense commission persennel, with the New Deal in tighter control of its functions.
