Housing Tenants’ Pay Is $2.50 Daily
WASHINGTON, Feb. 14.—Nearly half of the families who live in the low-rent housing projects of the U. S. Housing Authority have incomes of $2.50 a day or less, a USHA survey disclosed today. The survey of the incomes of more than 12,000 tenant familes shows that 27.8 per cent earn less

The prediction that the Government soon will take over building of national defense emergency hous- ~ ing was voiced by D. C. Slipher of Lafayette yesterday before the Indianapolis Real Estate Board. Mr. Slipher placed the blame for this move directly upon private capital. He said that for the last year capital has had the opportunity to face the problem of erecting needed houses and has “failed to realize ihe problem or to do anything about t

will be adopted on a large scale by the Government for the defense program building because of the need for speed and economy.
Cites Maryland Project
He pointed out that in Maryland the Navy is building 400 prefabricated houses and 250 conventional homes to be sey as a yardstick in future bui To dat or ‘Government has al"located $200,000,000 for Navy, Army and other emergency housing projects, he said. As an example of the gaining popularity of prefabricated houses, Mr. Slipher said that during 1940 in Lafayette 78 prefabricated homes were sold, just 33 per cent of all
building in that town. These houses|
comprised 75 per cent of all houses built in 1940 which cost under $4500. He said that one of these houses could be ready for occupancy three weeks after ground was broken,
Can Be Dismantled
The Government is expected to build many of these homes because they can be dismantled “when the present emergency is past.” This will avoid the repetition of creating ghost towns as was the case after the last * war, according to Mr. Slipher. “The Government already has 14,000 houses under contract.” The Real Estate Board, before adJjourning, unanimously adopted a motion opposing the passing by the Legislature of a pending bill which would license all real estate men.

tince and contrasts the shadowy foreground with the brighter countiyside or garden. At the same time, the trees afford shade which makes the house and its adjoining lawn or. terrace niore livable in the summer. Trees and shrubs determine by their position the shapes of open areas. They contrast the solids and masses with open spaces and the shade with the sunlight. Each tree should be selected for a variety of purpose—shade, flower, fruit or picturesque outline. To fill riost completely the requirements 0. home property, trees should first be in scale with their surroundings; second, they should have good habits, that is, they should not drop sections of bark like the sycamore, although this tree has its place in areas where smoke and soot make it
Fimpossible to grow others.
Do not plant a ginkgo where it will . drop its unpleasant fruit on the terrace. The wild cherry is
Ht desirable because it is the thibitual home of insects and requires much spraying and attention.
Trees should not produce flowers with a disagreable odor, like the héwthornes and privets. They should not be brittle and lose great branches in storms, and they should not scatter their seedlings in too great quantity. For the small property, the choice of a tree is more limited than for a larger place since the matter. of scale must be given some thought. Even though an elm is appropriate for a Cape Cod cottage, the seme large towering elm may seem out of place in a constrained small city lot. So the fact remains, the sinaller trees on a suburban lot are better adapted than those which grow to tremendous heights “and spreads.

be necessary in some cities, according to Harriet Elliott, consumer commissioner of the National Defense Advisory Commission, Miss Elliott, in a report on the +Maintenance of, Fair Rents During the Emergency,” declares that certain protective measures may have to be enacted in cities where defense expansion causes a great influx of workers. In Indianapolis, the rent index
(second highest in the country) compared with an average of 104.9 for the nation’s 33 largest cities, according to the U, S. Department of Labor.

In the mid-September to midDecember period, rents here rose .9 per cent compared with .2 per cent for the 33 largest cities.
ing for more than $50 had increases of less than .05 per cent. Miss Elliott recommends the most efficient possible use of existing housing facilities and stresses that the Nationa] Defense Advisory Commission is not recommending a general policy of rent control. “Such control,” she said, “is understandable from the point of view of both landlord and tenant.’
Rent a Major Item
“It should be resorted to only when new construction is not sufficiently rapid and extensive to meet the need 'and where local communities can find no other means to check the disastrous rise in rents. “Even where some measures to maintain fair rents are necessary, co-operation of landlords, where this can be made effective, is preferable to legislation.”
than $899 a year. In the case of 2.6 per cent of the families the annual income is actually under $400. Only seven per cent of the families—with many mouths to feed and in areas of unusually high livinz costs—have incomes of as much as $100 a month, USHA Administrator Nathan Straus says.
