5 WELFARE ‘RIPPER’

CALLED ‘POLITICAL’

The House Judiciary Committee announced today that it would report out to the floor early next week the G. O. P, hill to reorganize the State Welfare Department.

At a public hearing on the bill yesterday, several social workers and labor leaders charged that the proposed reorganization: plan “appearéd to be a political maneuver.” The measure would reduce the present five-member Welfare Board to four members, two to be appointed by the Republican Lieutenant Governor and two by the Democratic Governor, The Board would have the authority to appoint the director. under the present ‘law the Governor has appointive power. “The bill smacks of politics so strongly that we believe it will take away from our people some of the help they get under the present law,” declared Larue Leonard, Labor’s Non-Partisan League secretary. Abe Hyman, Gary social worker, said the bill is “primarily a political: measure as it now stands” and urged that control of the ‘Welfare Department “be left with the Governor.”

BOTH HOUSES ERED, RIPPER’ IS RECALLED

An error which got by both the House and Senate has been discovered belatedly in one of the G. O. P. “decentralization” bills sent to the Governor. So the Senate voted this morning to recall the measure to amend it. In- the bill which would take control of the Financial Institutions Department from the Governor, and give it to a G. O, P.-dominated board, -the director of the Department was listed for a one-year term. The Republicans had intended that his term should be four years. Informed that the Senate had recalled the measure, Governor Schricker smiled and said: “That’s all right. I had intended sending it back to them shortly.”

SMASH INTO TRAIN IN 85 M. P. H. CHASE

VINCENNES, Ind. Feb. 13 (U. P). — A 16-year-old Terre Haute youth was in critical condition in a hospital today and a companion was in Knox County jail after a thrilling 85-mile-an-hour race with police which ended in a car-train smashup. The injured youth was William Compton and his companion, driver of the stolen car in which they led Vincennes police through two counties last night, was Robert Walterman, 16, of Batesville. Walterman told police the two were inmates of the State Reform School and had escaped from Bloomington where they-had been taken as members of the reformatory wrestling team to compete in a match,

TRUST €O. ACCEPTS HARTER SETTLEMENT

FT. WAYNE, Ind., Feb. 13 (U. P.). —The V7abash Valley Trust Co. of Peru today had accepted an out-of-court settlement in its civil suit against Donald Harter, one-time official of tHe bank. The company sought approximately $12,200 damages in action brought earlier this week in U. S. District Court. Terms of the settlement were not revealed. Harter was convicted of misapplication of bank funds in a criminal action in Federal Court last year. An appeal to the conviction is pending.
