“Those -promises were clearly made and clearly understood by the people. . . . The people went to the polls and ele ted Republican majorities in both the Senate and the House and elected all the Republican State candidates with the exception of Governor. . This had not been expected by the Republican politicians. It had never occurred to them.that such a situation might arise . . and straightaway, they procecded to deny and destroy the \ all-conclusive presumption that the people intended Henry F. Schricker as Governor to have those powers which had been exercised by Governors before the enactment of the McNutt Reorganization Act and to administer under those powers the business affairs of the State. “The denial of this presumption is justified by no conceivable theory. It thwarts the expressed and recorded will of the people and is open only to condemnation. “The system which would be set up by the enactment of these several reorganization bills takes power form the Governor only to divide that power among the Governor and two other State officers and is in no sense a fulfillment of the Republican promise of decentralization.
“Born of Lust for Power”
“It may or may not be an im- © provement upon the scheme of government as it existed before passage of the McNutt Act, but it is such a novel and radical departure from any former State scheme of government that it should only be affected after submitting it to the people through the vehicle of a party platform and after approval by the people. “The proposed scheme is born for a lust of power, the same parent which sWed the McNutt Act, and its enactment ‘will lead to the same ultimate end—repudiation by the people. Beside him were a dozen roses Miss Ruby Wilhoite of Indianapolis had ordered by telegraph with this message: “To Laddie, the best {friend Scott ever had.” Nevertheless, he had grieved for Pvt. Scott of Chanute, Kas., for four months and he is an old dog, and Lieut. Col. Raymond Lovell, Ft. Ord veterinarian, said that he was not out of danger. Col. Lovell spent the night beside Laddie at the Presidio of Monterey Veterinary Hospital. He said that the reunion with Mr.

‘But One Effect’
That repealing act can ‘not be misconstrued. It has but a single effect, the destruction of all laws
guiding and governing the executive and administrative officers of the State and in the event the Court invalidates the organization acts, Henry F. Schricker would not only be a Governor, he would be a king, for in him and in him alone would the Constitution invest all executive powers. . . . “The event, Mr, Speaker, is unpredictable. And 1 solemnly protest against laying the State of Indiana open and vlunerable to a governmental chaos or unforeseen and unwanted result.” The rewritten Highway bill sets up a four-man, full-time commission instead of a five-man commission on a per diem basis as provided in the original bill. The four members will be appointed two by the Governor and two by the Lieuten-ant-Governor. The “big ripper” bill was changed to conform with other measures subsequently introduced by the G. O.P. majority. Meanwhile, Governor Schricker signed three minor bills whihe legal-
