Approximately one_voter in every six in all three areas has a qualified ‘opinion and the ‘qualifications have to do with certain amendments. Among the amendments desired by those giving qualified answers are a time limit on the power granted to the President, another providing for a Congressional advisory committee to work with the. President in administering the measure, a prohibition - against sending American merchant ships or warships abroad, and a prohibition against sending American soldiers abroad.
