JAPAN STAND
Holding 2 Major Weapons In Reserve; Both Are Double Edged.
By LUDWELL DENNY Times Special Writer WASHINGTON, Jan. 31.—The Administration. is increasing its action against Japanese aggression, which is considers an even more serious immediate threat than Nazt invasion. . But it is holding in reserve two major weapons. One is American naval and’ air reinforcement of British Singapore. . The other is stoppage of American purchases of Japanese raw silk, by which Tokyo is largely financ5 ing her wars. Mr. Denny Both are dou-ble-edged, and therefore will be used by Washington only as a last resort. The danger in disaptching part of the American fleet to Singapore, as desired by the British, is obvious. It would divide our naval strength, when the President and Admirals insist that we need to double our forces. Might ‘Force’ War
Moreover, joining the British at the Singapore barrier. might “force Japan to fight to save face,” instead of stopping Japan without war as the British hope. Nobody can be certain which would result. The same uncertainty would exist in cutting off silk imports. This could be accomplished by slapping on a prohibitive duty, which would pinch Japan . . . maybe even to the point of an immediate, desperate war against Singapore, the Indies, and perhaps the Philippines. That, of course, is what Hitler wants and what the President does not want. But even without use of the two extreme weapons, Roosevelt, pressure against Japansese aggression is growing stronger.
Rearm China
This includes: 1. Rearming China for an offensive; (2) Wooing Russia, so Stalin will not succumb to Tokyo-Berlin pressure to cut off Russian military supplies; (3) Extension of the steeliron export embargo against Japan; (4) Checkmating Japanese purchases of strategic materials in Lat--in America; (5) Strengthening American armed forces in Alaska, Hawaii and the Philippines, and (6) Building an informal alliance with Australia, New Zealand and the Dutch Indies, as with Britain.

COOL TO MANDATE PLAN ON ELEVATION
The City so far is not taking seriously a suggestion that it seek to override the discretionary powers of the State Highway Commission in the quest for track elevation. The suggestion came from Edward H. Knight, Corporation Council, as a last resort to speed the long-sought elevation program. At present, the Highway Commission must give its consent before a municipality can mandate it to elevate tracks where a State Highway is involved. Mr, Knight's proposal would strip from the Commission this consent power. The result would be that the Commission would have to act whenever any city or town demanded elevation. Mayor Reginald H. Sullivan has indicated he does not favor the proposal. He is convinced in the first place it wouldn’t succeed. The City two years ago made just such an attempt. It failed.

GARY, Ind. Jan. 31 (U. P.).—An Emerson high school girl was killed yesterday and her sister injured critically when the pair was struck by a Michigan Central train at a local crossing. The victim was Yolanda Piunti, 19, a senior at Emerson. Edith, 17, was reported in “poor” condition at Mercy Hospital where she was taken with a skull fracture, broken arms and legs Police said {the girls, on their way home from school, apparently did not see the second train after they waited the first to pass.
