A Confused Mr. Deery Quits Trying to Find That Deficit
By RICHARD LEWIS
City Controller James E. Deery ‘| disclosed yesterday that he persons ally has abanddned all attempts to compute the City’s budget deficit as of Dec, 31, 1941. As far as he knows, it just [can’t be done, he said. The Controller admitted he had tried everything short of a crystal ball. He has filled page after page| § with abstruse mathematical calcu:| § lations and has arrived at one probability after another. But the defibit still remains as elusive as a politician’s promise, | And the state df the City’s financed| . « at the end of this year is just anybody’s guess. pa Not long ago, Mr. Deery had all] : the answers and the picture was| gloomy, indeed. So gloomy that City | officials were thinking of cutting) . salaries—-their jown salaries, too— to make ends meet. : In some ungccountable fashion,| ° the Controller revealed with aj baffled air, some of the ends al ready have met.

By that time the big cantonment
johs which have produced most of the “fee racket” charges are scheduled to be so near completion that there may be little practical point

Late last fall after the budget error which o¢casioned the deficit was discovered, ‘Mr. Deery figured that the City would wind up 1940 with a $155,000 deficit. But Jo! Hw Jan. 1 rolled around, the [anticipated $155,000 deficit had turned into a $22,000 balance. One |fund alone which showed a | statistical deficit of $80,~ 000 turned up with a $9000 balance. This was enough for Mr. Deery. He just quit figuring and began to
