Council or by petition of 10 per cent of the voters in any community. | The proposed amendment would grant a city the right to: 1. Prescribe its own form of civil government. Where a State law places a duty or responsibility upon
the city, the city shall determine which official shall exercise the duty. 2. Provide methods for nomination, election and recall of elective officers. 3. Create, abolish or combine de: partments, divisions, or bureaus to carry out the functions of local civil government, 4.*Provide for selection, compen: sation and dismissal of officers and employees and terms of office of elected officials. 5. Administer any special districts already created or hereafter created if more than half. the areas are within the city, public utility district excepted.
Groups Push Bill
It does not change any provisions of existing law. Several civic groups are pushing the bill in attempt to obtain the City Management form of government for Indianapolis. A 1921 enabling act, under which Indianapolis voted 5 to 1 to set up City Manager operation, was declared unconstitutional by the Supreme Court in 1929 before it could be put into effect here. The proposal will require . six years for final action. It must pass this Legislature, the next one, and then be approved by voters in the election two years later. Indiana. is one of only four states which do not have this type of legislation. The Senate health measure, spori= gored by the Indiana Inter-Profes-sional Health Council and other medical groups, would have the effect of giving persons other then doctors a voice in the activities of the State Health Board.

Indianapolis), Indians, Medical Society executive secretary, was one of the signers of the bill which was introduced by Senato: Davies Batterton (R. Greenspuri).

P.).— Acting Corp, Winthrop Rockefeller delivered a contingent of Army conscripts to Ft, Dix last night, arriving with 400 other draftees and volunteers to begin a year’s service. The bachelor son of John D. Rockefeller Jr., 28-year-old heir to Standard Oil millions, arrived on a special train bringing selective service men from New York and New Jersey points. Officers permitted a three-minute interview with newspapermen, curtailing it because “the other men might resent it and it might impose
a hardship on the man later on.”

Original plans for the hospital as it now stands were.magde by him. Dr. Wishard was a leader. among state and national medical societies. As chairman of the Indiana State Medical Association’s committee on public policy and legislation for more than a score of years, he wrote the Medical Practices Act and was instrumental in obtaining its passage. For 49 years he was head of the genito-urinary surgery department at the I. U. Medical School and gained international prominence in the field. He retired from that post in 1936. He held honorary degrees from five universities and had made special studies in New York, London and Berlin, Informed of his colleague’s death,
Dr. Willis D. Gatch, dean of the Indiarla University Medical School, said: “Death terminated what is perhaps the most remarkable medical career in the history of the state. Dr. Wishard exerted unusual
influence over Indiana doctors for a generation.” Recently Dr. Wishard was en-
prominent men of Indiana medicine. His last publie appearance was in May, 1940, when he presented the new City Hospital medical library with its first volume. For many years, he was an elder in the First Presbyterian Church and for more than 50 years was a member of the Scottish Rite. He is survived by his wife, Mrs.
