WASHINGTON, Jan. 17 (U. P.). —The War Department ruled today that Home Guard uniforms must be “unmistakably different” from those of the regular Army, Navy or Marine Corps. The Department said, however, it will not prescribe just what uniforms the states should select for Home Guard organizations which are being

Japan Is Opportunist

It is important thet the Japanese find out just how long it will take for this country’s rearmament program to get into full swing; how much U. S. material will be shipped out of the country to Britain, China and others; how much will be retained for our owii armed services: and a fairly accurate estimate of America’s war Sentiment foward: Germany and towsrd Japan. It would be dificult to overestimate the importance of this kknowledge to Japan at this time. She is known to be supremely opportunist. Hers is a jujitsu diplomacy: She yieids to a major force when she must, only to catch her opponent off balance later on and thereby accomplish what has been her purpose all along.

Japan’s eyes are on the! Dutch East Indies. Holland, she knows, can not defend these rich possessions. Britain ig too hard pressed at home. Rusiia might attack Japan, other things being ‘equal, but won't now because she fears Germany. The United States, therefore, is the only pawer tha; could stop Nippon. But will the United States try? Is the United States strong enough to do so, even if it desired to intervene? And would Americen public opinion favor intervention? The lend-lease hearirigs now going on in Washington. may provide Japan wil much of the information she seeks.
