WAR REFERENDUM * PROPOSAL REVIVED

WASHINGTON, Jan. 11 (U. P.).— : The ‘Ludlow war referendum amend-

mént has been revived in the nation’s capital. Senator Alexander E. Wiley (R. Wis.) yesterday introduced in the ¢ te a resolution for a constitu- ~ tional amendment which would require a popular referendum for a . declaration of war unless the United . States was invaded or the Western Hemisphere invaded by a nonym nation. Senator Wiley’s proposed amendnt was similar to the amendment which has been pushed in the House oh . Louis Ludlow (D.
