OFFICIALS FEAR RISING INTERES ON CITY EONDS

~ Are Subject to Tax; Need Paving (ash. "| By RICHARD LEWIS For| about a year, the United States s Conference of Mayors has

bombirded the City Hall with pamphlets predicting dire | results for

tax niunicipal securities. Up| until a few days ago, the lit-

and giatistics found its way into the overltiaded wastebasket jin the office of Mayor Reginald JI. Sullivan, Yesterday, however, Qty officials began! worrying. If the Government | ' should tax these | securities, officials wondered, what | would" happen to interest rates! City Controller James E. Deery said he didn’t knjw and none of the previously ignorid warnings of the U. 8S. Conferenct of Mayors could | be found.

Interest Would Rise

It twas a safe guess, (fficials concluded, that if tax fre municipal bonds (referred to in} the trade simply as “municipals”) should lose their | tax exempt staijus, interest rates would jump. And with them, the ¢iivil City rate.

In| the last two yeirs, Indianapolis has been able to ell its bonds for vnparalleled low initerest rates. Interest hds fallen to between 1% to 2/ per cent which his made the financing of expensije improvements comparatively clieap for the City! | Tak experts at City Hall now believe [that these low interest rates— low because municipal bonds are tax exempt and hence considered profifable investments--would disappear if the bonds were taxed.

Rocky Road Aliead

Inferest rates would rise at least high | enough to cover [the amount of tixation on the bords, probably higher the experts prejlicted. And the | increase in rates| of interest woulfl be borne—in long run—by the taxpayers. Lopking ahead, offibials see 8 rocky road to travel if this happens. Thee is track elevation, for instante, which would rdquire financing | by bond issues ard other improvements as well. Tlat’s why they're worried.

'Shop' for Improvements

Works Board membe's are in the market for new street improvements. They have ¢n estimated $90/000 in gasoline tax funds ayailable, this year for streeis. No more. Lif) xe the shopper liunting bargaitis, the Board is trying to figure out how to make the a.railable money (Go the most good.| There have beeln numerous sugges ions. Bpard members ’'yejterday considered the cost of pal ing S. Meridian St. from Marylanil St. south to the | Belt Railroad éleyjation. That section of the City’s Ng. 1 thoroughfarg is in bad shape, according to Engineer M. G. Johnspn.

| Central Ave. Copsidered

Another paving possibility under consideration is Cential Ave. from Ft! Wayne Ave. to 34jh St. Worn, cracked, its rough surface has aroused numerous con|plaints. The’ Boird’s decision on the paving is coryiingent on the yillingness of Incianapolis Railways| Inc., to help ouf, by either removing abandoned rails or sharing in thi cost of paving over them. in considering beth improvements, Board membe's agreed the cost would be paid 75 195. The City would pay 75 per dent and the abutting property owjers the rest.

JE HOVAH WITN ESSES | APPEAL CONVICTION

ILA PORTE, Ind., Jen. 9 (U.P.)— Ten members of the Jehovah Witnesses sect today souzht-an appeal to La Porte Circuit Cqurt of verdicts against them in City Court. 'I'hey were charged {with violation of [the City’s transient merchant ordinnance after arrest Dec. 31 while selling cult literature, on downtown streets. [Mayor Alerfd Norn ls found them guilty, but suspended ¢ fines of $1 and costs. At the time, twi members defending the group argjied that members were called “to spread God’s word and that man-mn; ade law should nels interfere.” i
