Proposal to Change Gross Income

As it stands now the tax i§ 1 per cent of all the year’s receipts over $3000—that is, for the retailer. Ordinary persons pay 1 per cent on their receipts over $1000. Wholesalers pay one-fourth of 1 per cent on receipts over $1000. About: 24 million dollars is expected fo be collected this year. The first proposal would lower the retailer Sannin from $3000 to $1000 Roger Budrow and lower the tax rate from 1 per cent to one-half of 1 per cent. There are about 50,000 retail merchants in Indiana, gross tax officials figure. By lowering the exemption they would collect about $500,000 more in taxes and would lose about 414 million by lowering the rate, leaving a net loss to the state of $3,750,000. The second proposal would raise the retailer exemption to $5000 without altering the rate, which would obviously be one of the most direct ways of favoring the small retailer.

BRISK DEMAND ‘BOOSTS PRICES ON WAR STOCKS

Gains Spread to All Groups Despite Profit-Taking And Tax Selling.

NEW YORK, Dec. 28 (U. P.)— Stocks advanced in moderately active trading today, reflecting outlook for a vast defense spending program in 1941, Best performers were the socalled war stocks. Gains spread to all groups, and despite some profittaking near the close the list ended the session and the week higher. Some tax selling went ahead in low-priced shares. Commonwealth 8 Southern led. in activity and equaled its low at 11-16. SoconyVacuum was active and steady. Large volume was noted in General Electric, General Motors, United Corp. and U. S. Steel. The latter had a small gain and steel shares generally were higher. Coppers had fractional gains. Chemicals were mixed with Dow up more than a point and Allied down more than a point.

CHICAGO, Dec. 28 (U. P).— Wheat futures on the Board of Trade advanced to the: best level in two weeks today. Gains of about 1 cent were made before offerings developed in sufficient volume

° WASHINGTON, Dec. 28 (U. P.). —Government reports reflecting increased prosperity for agriculture as well as industry because of defense expenditures coincided today with a demand by Senator John H. Bankhead (D. Ala.), for substantial farm parity payments next year. Reports by Secretary of Labor Frances Perkins and Secretary of Agriculture Claude R. Wickard showed an unseasonal increase in non-agricultural employment and a substantial rise in farm cash income, Senatot Bankhead, a leader in the successful fight for inclusion of’ a $212,000,000 parity fund in last year’s agriculture appropriation bill, asserted that the principle of parity payments is “just as necessary as ever.” He called on both Demo'erats and Republicans to make good their campaign pledges favoring them. ~

Loss of European markets for farm products, he said, make it particularly necessary that farm indome be bolstered. He said 50 per cent of the cotton crop formerly was sent abroad, whereas only 10° per cent of American: cotton now is exported. Miss Perkins reported that nonagricultural employment increased by. 40,000 between Oct. 15 and Nov. 15, although this period normally shows a seasonahle decline of about 400,000 in such employment.
