YOUNG LEADERS NEEDED IN WAR

iu Tovey, New Vice Admiral, Is Destroyer Chief, Used To Swift Action.

By MAJ. AL WILLIAMS SA Times Aviation Editor aan Young men are fighting the war. " .z+: The demand for younger com- ~ Bs:: Manders of the fighting units—air, : Bl: land and sea—is more insistent ev- = "°° ery day. In a war of stagnation— ~® © in the trenches—old men and their . dps mental tempo fare quite well. But tai «ID war, with machinery sweeping -through t he skies, the tempo demands the mobility of young Bd vig"

have been aware of this for quite a while. They have been seeking younger generals a 1 d Nees Willi ounger a ir Mas Williams ge and ; (rightly) when they name new ‘leader who is junior in years i $0-his predecessor. The latest development along this line is .the appointment of Vice Admiral John ~ (Jack) Tovey, 55, to the post of ~ Commander-in-Chief, replacing 60- - year-old Sir Charles Forbes. - The promotion of Tovey, a destroyer man, is. a significant one from any number of angles. The #5 type of machinery a mdn has been * associated with for any length of * time leaves its imprint on his mental habits.

Hit-Run Fighter

I * The destroyed seaman is essentially a hit-and-run strategist. His vessel is thin-hulled and cannot -& withstand real gunfire pounding. It # is fast and highly maneuverable.

: Its guns are light and effective],

only at comparatively short ranges, and .then only agairst similarly : light-armored craft. It is the oy greatest hazard of the submarine. - Loaded with’ depth charges and possessed of the ability to get around in a hurry, there's nothing, : except the airplane, more dreaded . by the submarine commander than the destroyer. It's the British destroyers that are carrying the burden of convoying the vitally essential supply of munitions. . The destroyer is the only % . warship that dares to invade waters 4 ® ~ over which -sHore-based aircraft . _.., Dover or exercise control. The most pathetic phase of this gn war to date is the plight of the Briti ist Navy with its big-gun ships, Pe such as the mighty Hood, guarded ~~ and protected by destroyers on the = , surface and Ly airplanes aloft until a suitable giant floating steel fort Bs .can be found to fight. But the ~ enemy has no sea giants, hence the . &¥8 giant guns of the mighty sea monpay: arch (designed for past sea warfare) 3s are still cool, while bombers hum oo. _ overhead to destroy the bases, fac- - tories and food supplies upon which suri the Hood depends.

CL - Old Type Too Slow

gi. In fact, when the old type of}: git. heavy, slow and thick-hided navy | reported for this war it found mo) arena in which it coald fight the way it wanted to fight. When it was, ng Challenged by airpower in the| _“% Skagerrak, where enemy lines of #3€ communication extended smack dab over the open sea (and that has A311: peen seapower’s forte, i. e., smashing #%° sea communications), it was only Su the lighter fleet elements, the hit#71 and-run-units such as the destroyers a7iz and submarines, which dared to #3. contest. Airpower‘is and has been dsr changing seapower’'s design of mage -chinery and the end is not yet in ur sight.
