which could be answered only by the individual contracts, or by arrangements individual manufacturers would make with the: purchasing agencies. Some purveyors to the Government have contracts with no pro= vision for overtime payments; others haxe contracts with “escalator” clauses allowing for overtime payments if deliveries are advanced; still others, including certain construction contractors, have arrangements for the cost plus a fixed fee, in which payment for overtime depends only on the delivery dates.
Expect Government to Pay
Those contracts which provide for deliveries far in the future have more escalators in them than the near-term deliveries.. One manufacturer points out that Mr. Knudsen urged industry to “give us speed” and to eliminate the week-end “blackouts” of production, but left vague the question whether the Government would pay for the overtime of those manufdcturers whose contracts did not provide for it. Another manufacturer said he supposed the Government departments would compensate for the overtime if they demanded delivery earlier .than they had stipulated, - even though some- contracts did not provide for it. Overtime premiums amounting to two hours’ pay or thereabouts have been included in a number of pays

British Pay Some Overtime
Most British contracts appear to include arrangements for overtime if deliveries are moved up. The overtime problem is serious only in’ plants which are already using all their machine capacity or which cannot find enough skilled machine operators. Where overtime premiums amount to 414 per cent of the week’s wages, as whefi a plant is working ‘44 hours a week, the additional cost of the product to the manufacturer is likely to be between 1% and 3 per cent. In the later armament contracts this is a less important part of -the profit than it is in the earlier. In a few plants cértain men are working seven days a week, but manufacturers regard this as temporary. Many men like the high pay in these schedulés, where they do not run over too many weeks.
