LONDON, Dec. 18 (U. P.).—Authoritative British quarters, the public and the press today welcomed enthusiastically President ‘Roosevelt’s proposals to lend or lease. war materials to Great Britain. The plan was described authoritatively as a “downright, forthright approach. “The resident has cleared the ground by emphasizing that the fundamental problem ‘is not dolars but munitions and that it is in the interest of the United States to find |- ways of putting in Britain’s hands the means necessary to shorten the war,” authoritative quarters said. “Mr. Roosevelt’s plan has four clear merits,” said the Evening News. “It solves the problem of our dwindling dollars. . It avoids hitterness about monetary debts. If ends the spectacle of a man who, struggling in the water, is asked to pay for: a life belt before it is thrown to him from the shore.’ It will be a help at time of pressing need.”

il Stove Explosion in Mon treal Wrecks 3-Story Tenement Building.
MONTREAL, Quebec, Dec. 18 (U. P.).—A three-story tenement building was wrecked early today. by an oil tove explosion and fire spread to an adjoining building, where two persons ‘were killed ang four injured. Firemen searched the itis of the . wrecked building for more victims and Chief Joseph Isabelle believed that at least two more were dead. If fully occupied, the wrecked building had housed 20 persons. Several escaped in their Pajama, in zero weather. Joseph Ortiz, a survivor, said, “I was asleep when the blast knocked me out of bed. I got back into bed again, then saw smoke and flames ‘coming through the door. I rushed to the street, saving only the coat I'm wearing.” A home on the outskirts of the city was wrecked yesterday by a gas explosion that killed one and jn. jured four persons.
