Goverment action may yet bring a |settlement in the ASCAP-BMI dispute before the Jan. 1 deadline. he United Press reports that a Justice Department official has revealed that negotiations are under w. y in an attempt to end by a consent decree alleged abuses attacked by the Government in a six-year-old anti-trust suit against ASCAP. The official said the issues raised in the anti-trust action were similar to those cited by broadcasters in their announcements that the terms proposed by ASCAP to become effective. when the existing agreement exbhies were not acceptable. “Substantial progress,” in the negotiations between representatives of | the Government and ASCAP to perfect a consent decree were rep rted by the official, who felt that ere is a good chance that an agreement will be reached.” If the abuses cited in the antitrust action are removed by a consent, decree most of the issues blocking settlement of the ASCAP-Radio dispute would be removed, he added. Meanwhile ASCAP and the Songwriters Protective Association have challenged the transfer of 15,000 titles from the Edward B. Marks Music Corp. to BMI. ving Caesar, president of the gwriters, charged that Marks violated a previous agreement with his organization, a contract which still has seven years to run. He claims that under this agreement, performance rights are vested in

Commons Gets Gigantic Scheme to Insure Nation’s Property.
LONDON, Dec. 11 (U. P.).—The Government’s gigantic scheme to insure the property of the nation against war damage was introduced today in the House of Commons. . ‘Insurance of Buildings and business assets, such as plant machinery and officer equipment is compulsory, but personal chattels and furniture insurance is voluntary. It was estimated that the value of buildings to be insured alone will be around $32,000,000,000. The premium on buildings will be about 40 cents for each $4 annually. The British tax assessments are based on income or rental value rather than sale value and therefore the rateable value represents a nominal assessment of annual earnings of property, sometimes onehalf or one-third of actual earnings. A war damage commission would be established to direct the payment of compensation. Temporary “first aid” would be provided immediately and a final settlement of claims would’ depend on the national interest, including the availability of labor and materials for reconstruction. ]

NEW YORK, Dec. 11 (U. P.). — Celanese Corp. of America has distributed a dividend of one-thirtieth share of common stock to all holders of record Oct. 11 and announced detalls of a plan under which the company’s stockholders may trade in fractional shares issued .to them as dividends, this year. Marking the third stock dividend this year, today’s disbursement increased to one-twelfth share the amount issued in 1940. In all instances, the right to combine fractional holdings into full shares expires approximately 10 months after issuance of the dividend.
CCC SETS PRICE FOR CORN AT 65 CENTS
WASHINGTON, Dec. 11 (U. P.). —The Agriculture Department today announced that all corn owned by the Commodity Credit Corp. and stored in steel bins of country warehouses may be purchased at the point where it is stored for 65 cents a bushel or at the local market price if that price is above 65 cents. All by-product coke facilities are operating at capacity, and even old beehive ovens abandoned for 20 years again have been put into production, but the reserve is declining steadily, the University of Pittsburgh Bureau of Business Research reported. During October, the Bureau reported, production of by-product coke amounted to 5,203,000 tons —
reserve supply has dwindled to only 85 per cent of the reserves available in the same period two years earlier. Importation of coke for the production of steel is being arranged through the British Iron and Steel Federation, a purchasing and sales organization, which intends to ship to this country not less than 50,000 tons monthly.
