When Holland and France were invaded and England seemed doomed along with the rest, Japanese leaders decided to freeze the China situation as far as possible
and turn their attention southward against In-do-China, Burma, the Malay states and the East Indies. Th» war against China could be resumed later on. Then some rather disturhing news came from Japanese Saarts in the United States. ne United States, they said, would not - stand quietly by and see itself cut off from vital supplies like tin and rubber. This general impression was enhanced by a succession of events. Congress voted 15 billions for rearmament. All possible aid to Britain was authorized. There was an embargo on scrap iron to Japan. The Burma Road was reopened at American instigation. Fifty destroyers were turned over to England in exchange for naval and air bases in the Atlantic, and there was talk of joint Anglo-American use of Singapore. Then, right on top of Japan's adherence to the Rome-Berlin Axis, the United States lent $100,000 oo to China. So Tokyo reconsidered. Before the _militarists could burn- their bridges behind them, Foreign Minister Yosuke Matsuoka and others| induced them to hold their horses--at least pending further developments in the United States and Europe. . Weigh Chances Again | Now, according to the best possible information, the Japanese are again weighing their chances for a San ward drive. The: Army and cliques once more are r'aring to #4 Early spring is now spoken of 2 the new deadline. Meanwhile, Matsuoka is sending Admiral Al saburo Nomura to Washington as Ambassador to find out what is going on. The Admiral knows America almost as well as the [Foreign Minister. He is expected to arrive next month. By March, the crucial month, his report should be back in Tokyo. On the way in which the American war industries solve their ¢lifficulties between now and spring, therefore, hang grave issues--not only in Europe but in the Far East. If Uncle Sam snaps out of it and gets into his stride before then, Japan may at least hesitate hefore beginning her proposed advance into the South Pacific. If he" doesn}, the

which was signed by President gh
Roosevelt Oct. 14 and provided $150,000,000 for housing. The Army subsequently turned over $45,762,5 to the Federal Works Agency and

Blame Lanham Act
Critics charged that machinery of the Lanham Act was responsible for much of the delay. They cited the “findings of necessity” which President Roosevelt’ must proclaim before the Act becomes operative. These findings must be made be-
struction of additional housing at the points specified. Critics added that findings were made and housing emergencies declared at 11 defense points on Nov. 25, one month and 11 days after the bill was signed. This figure, they said, does not reflect the true delay since the law was in Congress for several weeks before this time. The emergency points should have been determined and plans made to meet the situation well before the law was passed, they claim.
11 Emergency Points
In connection with these projects, VY |it was said the development of plans and the signing of contracts will be undertaken quickly. The 11 emergency points so far designated are: Jhicksonville, Fla.; Pensacola, ¥la.; Charleston, S. Cc. Philadelphia (including Camden, N. J.}; Indianhead, Md.; New London, Conn.; Boston; Vallejo, Cal.; ern, Wash; Island Oahu, T . H. But most of them cannot now be completed before spring or early summer. In order to meet the housing shortage in some areas, it has been proposed that “portable houses’— buildings which might be easily taken down and removed to a new locality—be constructed. So far no approved type of construction has been found for this plan and one official commented, “I'll believe such a type of construction can be found
when I see it.”
