Until lately, I am further iInformed, Japan had been led to believe that a rapprochement . with the Soviet Union was not only possible but, if made, could be relied upon for the five or ten-year period of its term.

Berlin Convinced Her

Such an understanding would last, Japan was told, for reasons of an entirely practical nature. Germany would act as guarantor. And as

long as Russia knew she would have to fight Germany in Europe if she attacked Japan in Asia, there would be: peace between the three powers. 1t was Berlin that sold this bill of goods to Tokyo. At the time the Axis war machine was funetioning ro perfectly that it looked - as if nothing could even slow i down, let alone stop it. That being the case, Tokyo reasoned, she could pursue what she calls’ a “strong policy” toward the United States and in the [vestern Pacific where Japanese and American interests make contact. Stalin ‘Holds Back

Finally—and, from the Japanese point of view, most important of all—there is Russia. Hitler appears to have failed completely to win’ Stalin over to his plans. The Soviet Union continues to hover, menaeingly aloof, over the whole European and Asiatic setup, watching and waiting for something to slip; Even if Moscow were now to agree to a non-aggression pact, Tokyo would no longer place much trust in it. . Tokyo might sign such an agreement but she would be afraid to risk much on it. |

Uncensored correspondence from England which a Government of-

ficial authorized for publication today gives a vivid sidelight of the

plight of a'nation under constant air bombardment. One letter was written by a south coast English scientist to a friend, a London manufacturer. personal note were forwarded to the Government official here in the State Department’s mail bag. “German planes and -anti-air-craft gun fire,” the scientist wrote, “are. almost continuous and very noisy.
