Reports Unrest

Refutes Rumor That Factory Puts Army Planes Back Of Civil Orders.

WASHINGTON, Nov. 27 (U. P.).— Secretary of War Henry L. Stimson’s charge that the Douglas Aircraft Co. had failed to co-operate in the national defense program brought a specific denial and a

possible extent” today from the company’s president Donald W. Douglas. Mr. Stimson said yesterday that some of the major aircraft companies have declined to limit their business so that the urgent need for military planes can be met. He specifically cited Douglas, stating that it was turning out 12 planes monthly for one commercial airline while being “in arrears in its production for.the Army.” President Roosevelt amplifigd the Secretary’s statement at his press conference, declaring that it was obvious that military aircraft production should take precedence over commercial orders, but that he does not want to resort to priorities to get this production on schedule.

Among the more important committees that will digest the bills before they go to the floor of the houses are the Ways and Means Committee which will control the State’s purse strings for the next two years; the Patronage Committee which must make the initial reports on hills affecting about 9000 jobs and the Judiciary Committees to which hills of legal nature must be referred: Speaker Knapp has sent questionnaires to all 100 members of the House, asking them for details of their EE qualifications. {The committees must all be balanced with equal representation for all groups,” he said Meanwhile, the many complications arising out of the political division of power in the next administration held the attention of both Democrats and Republicans, Will Schricker Wait? Whether Governor-Elect Henry F. Schricker, the only Demoerat elected to a state office, may appoint his state demartment heads when he takes office Jan. 13 or wait on legislative action for patronage powers is a matter of conjecture. Republican majority leaders have hinted strongly that some departments of government “will be taken out of politics” in accordance with the G.O.P. state platform. Any laws accomplishing this would deprive Mr. Schricker of control. Attorneys studying the State Constitution relative to the Governor's powers have run into some interesting points of law.

For instance, the Constitution gives the Governor power to “fill any vacancy in a state office.” Analyzing this, Democratic attorneys contend that Mr. Schricker could appoint all state department heads the day he takes office because all of the jobs would be vacated automatically when Governor M. Clifford Townsend leaves office. he new Governor would take officeéonly four days after the Legis-

HOOSIER AGGUSED IN TORTURE ROBBERY

PERU, Ind, Nov. 27 (U. P).— Lester Beall, 47, of Logansport, was held by Peru police today on a charge of torturing William H. Lesher, 60, of Peru, Jan. 17, 1937, in an effort to force him to reveal where he had hidden a large amount of money in his home. He was arrested at Logansport last night by Sheriff Elmer Craig and charged with conspiracy to commit a felony. Beall and another man allegedly bound Lesher with a clothesline and threatened him with a heated poker to make him tell\ where his money was hidden. The two men fled from the house with a $155 diamond ring and $6 in cash found in Lesher’s pockets, but tossed aside $1000 in Government bonds because they believed them non-negotiable.
