Federal Judge Named As Arbitration Chief
NEW YORK, Nov. 21 (U. P).— Federal Judge Henry M. Goddard has signed a consent decree affecting five major motion picture companies and effecting modification of block booking and Fling” selling in
the industry. Judge Goddard ale has appointed Federal Judge Van Vechten Veeder to a three-year term as chairman of
the nation-wide arbitration set-up under the decree, providing for nego-
tiatings between producers and exhibitors. The film companies affected are Metro-Goldwyn-Mayer, Paramount, Warner Bros., 20th Century-Fox dnd RKO Pictures.
The consent decree provides for)
the modification of block booking, by a new method’ of selling in blocks of not more than five, and for trade showings of pictures.

The stage, one gathers, was Miss Hepburn’s first love and remains
nearest to her heart’s desire. But | Hollywood, in its dubious wisdom, whisked her away when she was first trying her wings. Through Hollywood Miss Hepburn gained for herself an inordinate and none too critical popularity with the movie-going public as the result of her highly individual gifts and that zealously admired quality called personality. + This popularity, however, did not extend to the gentlemen presiding over the drama desks on New York newspapers. When Miss Hepburn first returned from Hollywood to Broadway she had her ears cracked down by Manhattan’s critical fraternity, rudely but doubtless deservedly. » We in the Middle West didn’t see “The Lake,” which was the springboard for this critical castigation, and probably it was a good thing. But we did see Miss Hep-~ burn in her second post-cinema venture in the theater, “Jane Eyre,” which played English’'s early in 1937. Her performance then was disappointing in that it was still scaled to camera dimensions—a little too precious, a little

Hepburn in the nearly four years intervening. And this opinion isn’t born of star-struck adulation, heaven forbid, but of a delight in the ripening of a geniline and industrious theatrical talent. Undoubtedly Katharine Hepburn has had too much attention and too much pro and con prejudice from the sidelines, but she has stuck to her guns and emerged zn actress. “The Philadelphia Story”. finds her in key with the theater and at home in her surroundings. Where once she seemed to be haunted by such things as chalkmarked floors and camera angles, she now ranges the stage with mercurial grace. Her voice and body have hecome the tools of a sensitive emotion; her playing has variety and sparkle and an illuminated communication, This isn’t to say that she is one of our greatest actresses, for her personality (there's that word again) isn’t the sort. to submerge and surrender completely in favor of a playwright’s credtion. - But she has certainly become one of the most interesting and arresting and heart-warming of our ladies of the theater. This isn’t meant to discount the fact that Mr. Barry has provided her and her companions with some excellent material in the * play. Miss Hepburn has in the role of Tracy Lord a person who unfolds from an aloof, prudish daughter of the rich, one who revels in her snobbish virtue as an athlete revels in his muscles, to a human ahd warm-hearted creature at the final “euriain,
