U.S, EXPECTS WIDER USE OF FOOD STAMPS

5 000,000 May Be Under Plan by Middle of Winter, Defense Is | Factor.

Timee Special ‘WASHINGTON, Nov. 21, — The famous food stamp plan, 18 months old on Nov. 16, has rolled up quite a. record—and it’s still growing to beat the band.

So far, this plan has cost around $35,000,000 and has brought food to upward of 2,000,000 Americans. It has taken a pretty big bite out of the farmer’s surplus foodstuff problem, too. In September, for instance, the stamp plan caused the purchase of 2,500,000 dozen eggs, 500,000 heads of lettuce, nearly 16,000,000 pounds of flours, 2,000,000 bunches of beets, carrots and celery, and upward of 14,000,000 pounds of other cereals and vegetables, What it'll be doing in the near futur is even more striking.

5 Million This Winter

On its present schedule, the stamp plan will be serving 5,000,000 people by the middle of the coming winter. It will then be costing around $10,000,000 a month. Operating on that scale, it is figured to increase the farmer's annual sales of butter by 70,000,000 pounds; of eggs, by 80,000,000 dozens; of pork, by 175,000,000 pounds; of lard, by 70,000,000 pounds—and of fruits and vegetables, by unestimated carloads. The plan’s operation is simple. Blue and orange stamps, in 25-cent denominations, are printed. In a city or county designated for the gtamp plan, any person certified as eligible for relief is entitled to buy a certain amount of the orange stamps-—usually a dollar's worth per week. When he buys them, he is given blue stamps, free, in half that amount. Future Up to Congress The future of the stamp plan depends on how much money Congress votes for its operation. So far, Congress has been highly favorable to the plan. Although it’s an outright subsidy, it operates through normal trade channels, The big question right now is what the defense boom is going to do to the relief loads throughout the country. If these shrink materially, fhere will be less need for the food stamps, and curtailment may be in order. ~

LOAN TO ARGENTINA CONSIDERED BY U. 3.

WASHPNGTON, Nov. 21 (U. P). —Federal Loan Administrator Jesse H. Jones said today that conferences with an Argentine financial mission, headed by Raoul Prebisch, president of the Argentine Central Bank, were proceeling “in accordance with the good neighbor policy.” The Argentines are here to discuss with Federal officials their decreased export trade, and to secure American aid in economic rehabilitation. Mr. Jones said that a committee of technicians, headed by Wayne C. Taylor, Undersecretary of Commerce, is ‘considering Argentina’s “long and short range” requirements, but has arrived at no conclusions. “Loans could be made if necessary,” Mr, Jones said, “but if we supply the Argentines with exchange by purchasing non-competi-tive products, that may take the place of a loan.” He pointed out that the United States should be able to increase its purchases of wool, hides gnd certain metals from Argentina.

THE ASCAP-BMI dispute is not the only one which is contributing

‘| static to the outward harmony of to-

day’s radio world. The feud between the American Guild of Musical Artists, of which Lawrence Tibbett is president, and the American Federation of Musicians, headed by James C. Petrillo, also : continues on the 77 discord side. i Mr. Tibbett i says his organization may forced to strike on radio programs in protest to what Guild : leaders term an attempted ‘dictatorship” over music.., The Guild lost ? the first round : in the battle Tuesday. Supreme Court Justice Aaron Mr. Tibbett Steuer in New York ended a temporary injunction restraining Mr. Petrillo’s organization from asserting jurisdiction over the instrumentalists of the Guild and from carrying out a threat to bar soloists from radio, recordings, concert halls and motion pictures unless they joined that union. Justice Steuer’s decision did not dispose of a Guild suit for a permanent injunction against Mr, Petrillo and the federation. He denied Mr. Petrillo’s cross motion to dismiss the suit. Lined up withMr. Tibbett in the legal battle were Albert Spalding, Jascha Heifetz and Kirsten Flastad. Mr. Tibbett also is president of the American Federation of Radio Artists, the membership of which includes Jack Benny, Fred Allen- and Bing Crosby. Guild officials said that if Mr. Petrillo prevents Federation musicians from appearing on radio shows with Guild instrumentalists the American Federation of Radio Artists would refuse to permit its members to work with the musicians. The Radio Artists include all persons who sing, or speak on the air, including many announcers. Justice Steuer ruled that since both the Guild and the Federation were affiliates of the American Federation of Labor, the instrumental soloists must belong to the union to which the A. F. of L. has awarded jurisdiction. While Mr. Petrillo might have arbitrary powers and the danger of “extortion” may exist for soloists, such matters were out of the court’s jurisdiction, Justice Steuer ruled. » ” The Federal Communications Commission has approved the application of the Kokomo Broadcasting Corp. for a new station at Kokomo to be operated on 1420 kilocycles.

Texan Declares Horses Can

Do Work Impossible for

Mechanized Units.

FT. BLISS, Tex. Nov. 21 (U. P.). —Horse cavalry, which paved the way for the development of the Great West, will never surrender its military function, despite the development of mechanized warfare, Maj. Gen. Robert C. Richardson Jr., commandant of this historic cavalry post said today. Maj, Richardson planned to prove his contention with exercises later, but he argued the issue after pointing to the desert terrain which sur-

rounds his post. “We do not know where the next war is to be fought,” he said. “In certain terrain mechanized equipment cannot move as fast as horses. Horses are not confined to a road map. It all depends on where you are going to use them. “We have an entirely different situation in this country than in Europe. The distance is shorter between Berlin and Brussels than between towns in one state in this country. We have to create our own units. We must be able to get off the roads.”, Contending that mechanization has captured the popular imagination because of recent European war developments, Maj. Richardson asserted that there is an ability on the part of cavalry to move striking power more quickly over difficult terrain than is possible with motorized or mechanized units.
