Times Special WASHINGTON, Nov. 15.—Prefabricated housing might—just possibly—break the log jam in defense housing and help knock down small home prices all along the line. Experts see in prefabricated housing an ideal answer to the need for vastly increased, but largely temporary, housing accommodations in certain defense production areas. They recall the famous Ft. Wayne experiment of a few years ago, in which serviceable five-room houses were put up for around $900. Since WPA labor was used, this doubtless was under any price private industry could be expected to meet; nevertheless, the houses came in prefabricated panels® which could be erected in one day—and which, after the need was gone, could. be knocked down in another day and moved to any spot where they were needed. Files of the anti-trust division of the Department of Justice are eloquent about some of the things that have stymied prefabricated
housing. Take the experience of the Gunnison Manufacturing Corp. at Belleville, Ill. Gunnison builds prefabricated houses. Its plant in New Albany, Ind, is a C. I. O. shop. Recently it got a contract to put up one of its houses in Belleville. At Belleville it couldn't get a contractor to handle the job, nor could it hire any A. F. of L. union workers. - Hence it brought in its own crew of C. I. O. men to do the job. When the materials were shipped in, local workers wouldn't unload them at the freight station, and local haulers would not handle them. When, finally, the materials were got to the zlot, pickets swarmed around and there were daily fights and near-riots. Efforts to (get police protection failed. Justice Department finally moved in and indicted a lot of people— local building materials dealers, local unions, and the chief of police. Gunnison was then able to go ahead and build the house. But the case illustrates the kind of problem the prefabricated house encounters.
Code Revision Sought
Local building codes provide another problem. These codes undertake to set up reasonable rules for house con-| struction in the interest of health! and safety, Sometimes they are framed by collusion between city officials, building supply dealers and manufacturers, and local unions, to keep certain low-cost materials and fixtures off the market. Sometimes they are framed with good intentions but in utter ignorance—as witness the small Arizona city which, anxious to have a good building code, simply copied the New York City code| verbatim, thus writing into its local code all sorts of rules devised for skyscraper construction.
Hope for Test
The anti-trust people have the idea that a great many of these restrictions — which sometimes do fantastic things to keep prices up —would collapse at once if tested in court. Justice Department can’t test them, though, unless it can find a citizen directly affected who is willing to file suit on his own hook. It has a standing offer in such cases to join with the petitioner as an amicus curiae, but so far has not been able to make much headway on it. What the anti-trust division would really like is a concerted move to revise building codes, rewriting them in terms of tests rather than in terms of specific materials. This would safeguard the public and at the same time remove the restraints which do so much to. bar prefabricated and other types of low-cost housing. But the division lacks men and money.

OSGOOD, Ind. Nov, 15 (U, P.). —Special agents will check reported violations of marketing quotas for the burley tobacco crop in Southern Indiana, Joseph J. Todd of Washton, fiscal accountant of the quota division of the Agricultural Adjustment Administration, said today. His statement followed a meeting of triple-A committeemen from 26

line of regulations for the 1940<41 burley growing year. The market« ing season for the crop will begin in December, ; Mr. Todd said that the regula-
tions were recommended by farmers, warehousemen and dealer repre= sentatives. They provide that op= erators of farms receive marketing cards from county AAA offices. Quota cards will be ‘issued to farmers whose acreage of tobacco hare vested does not exceed their allot< ment. All tobacco grown in such] cases could be sold without penalty. Excess marketing cards would be issued farmers who harvest tobacco in excess of their quota. The cards would show the allotted acreage and the porportion of tobacco on which a penalty of 10 cents per pound would be collected.
