FBI Indicates Recent Blasts At Powder Plants Were ‘Accidents.’
WASHINGTON, Nov. 14 (U. PJ). —Representatives of state and Federal governments begin drafting model anti-sabotage and anti espionage legislation today for presentation to 43 state legislatures which convene within a few months. The representatives are members of the drafting committee of the Federal-State Conference on Law Enforcement Problems of National Defense. They will meet at the Justice Department. The model legislation will be directed toward sabotage prevention, registration of secret organizations and uniform-wearing groups, control of firearms and explosives, deputizing of special police mobilization of state Home Guard units to replace mobilized National Guard. Saboteurs Checked
The conference met while the Federal government was checking its defense .against saboteurs and espionage agents—an aftermath of a series of explosions, accidents and fires which caused an estimated $1,000,000 damage and 14 deaths this week.
A high official of the Federal Bureau of Investigation said preliminary reports indicated sabotage was not involved in any of the incidents. The troubles have been traced either to carelessness or industrial mishaps, he said. He urged caution against any hysteria that the co-incidental accidents might cause. : The FBI official pointed out that the plants of the United Railway Signal Co., Woodbridge, N. J., and of the American Cyanamid Corp., Edinburg, Pa., where explosions occurred Tuesday, were not working on Government defense contracts and, thus, probably would not be the object of planned violence.
Fire Destroys Arm ory The Trojan Powder Co., Allentown, Pa., where a third explosion occurred Tuesday, was working on a small Government munitions contract, he said, but the plant involved in the blast was not working on it. A preliminary report on the fire which destroyed the National Guard Armory, Atlanta, Ga., showed no evidence of sabotage and indicated that a carelessly tossed cigarette or match may have been the cause. The attempt of a crane operator to make a multiple operation at the Western Pipe and Steel Co., San Francisco, Cal, resulted in the crane toppling over, killing the operator, the FBI was advised by sources which discounted sabotage. Possibility of malicious tampering had been suggested because - the company was working on vessels under Government contract.
‘Discount Sabotage The FBI is investigating the possibility of sabotage at the Todd Shipbuilding plant, Seattle, Wash. but denied that emery dust had been found in machinery at the plant. It was understood that a chem-
ical known as “liquid glass” had been found in a lathe some two

tion showed that the accident could have been of an industrial nature rather than sabotage. Plant officials have discounted the possibility of the latter.
SOUTH BEND MAN DIES AFTER CAR HITS POLE
SOUTH BEND, Ind., Nov, 14 (U, P.).—Alex Szabo, 39, of South Bend, died last nignt of injuries received when the car in which he was riding crashed into a utility pole here. Szabo’s brother, Stephen, driver of the car, is facing a charge ; driving while intoxicated.

CANADIAN LEADER PLEDGES WAR UNITY
OTTAWA, Ontario, Nov. 14 (U. P.) —Arthur Meighen, former Conservative Prime Minister of Canada and present Conservative leader in the Senate, today urged the Liberal Government of W. L. Mackenzie King not to be unduly afraid of “local schisms” it might be called upon to face in the interests of a full war effort. In any such schiSms that might
arise, he pledged himself to support the Government, regardless of the attitude of his own party. The reference was an oblique one to conscription, and arose out of Mr. Meighen’s strong argument to the Government that it should not tie its hands against the adoption’ of the policy if the military situation demanded it. Back in 1914 conscription had been adopted only as a last resource when otherwise the Canadian Army would have had to be abandoned and the country’s military effort cease. No one could “dare to say or think” that a simi« lar situation might not be faced before the end of the present
struggle, Mr. Meighen said.
